Prequalification of tenderers for Tamar development project

    The Government announces today (May 15) that the Special Selection Board (SSB) for the Tamar Development Project has prequalified a total of four applicants for the design and build contract for the Tamar project.

     A Government spokesman said a total of four submissions were received by the application deadline in mid March 2006.

     The SSB chaired by the Chief Secretary for Administration assessed the prequalification applications today, and prequalified all the applicants.

     SSB Members comprise the Hon Mrs Rita Fan, the Hon Ms Miriam Lau, Professor David Lung, Mr Alan Lai and Mrs Rita Lau.

     "The Board has evaluated the prequalification applications based on prescribed criteria for assessing applicants' technical, managerial, financial and design capabilities," the spokesman said.

     The four prequalified applicants are (in alphabetical order):

* China State ¡ª Leighton ¡ª Yau Lee Joint Venture
* DHK ¡ª CRCC Tamar Joint Venture
* Gammon ¡ª Hip Hing Joint Venture
* Paul Y. - Shui On Joint Venture

     "Subject to funding support by the Legislative Council, we will invite the four prequalified applicants to tender for the design and build contract for the Tamar Development Project in the third quarter of 2006," the spokesman said. The contract is expected to be awarded in 2007.

     "The SSB has also agreed that, when the tenders for the Tamar development project are returned, models of the designs would be presented to the public for viewing. SSB would take the public views into account when evaluating the tenders. This is a positive response to the public's request for greater participation in the landmark project," the spokesman said.

     "As scoring would be undertaken by SSB and the public's participation is indirect, the integrity of the tendering process would be preserved," he added.

     The Tamar Development Project covers the design and construction of a 2-hectare open space, a new Central Government Complex, and a Legislative Council Complex.
