International conference about quality people-based services

    More than three dozen high achieving, key management post holders in public and private sectors from Hong Kong and overseas will address a public sector reform conference next week.

     Entitled "Advancing People-based services: Public Sector Challenges and Opportunities", the conference is organised by the Efficiency Unit (EU) of the Chief Secretary's Office. It will be held next Monday and Tuesday (April 3 and 4) at the newly opened AsiaWorld-Expo, Hong Kong.

     An EU spokesman said the conference aimed to provide a platform for successful change managers in different sectors to share their experience in the delivery of a variety of services while meeting the rising and ever-changing expectations of the public and customers in both global and local settings.

     Society is challenged by increasingly complex situations - economic, social and technological. "The Government needs to respond to these challenges by continuously improving its public services and the public management processes concerned," he said.

     "Under the public sector reform programme, we are encouraging a greater focus on the needs of citizens, to improve efficiency and productivity, to promote the use of new technologies and ensure value for money.

     "The experiences shared will give us fresh insights and a better understanding of the global dimensions in helping to roll forward the Government's own reform programmes," he added.

     The conference consists of a plenary session on Monday morning, followed by breakout panel sessions on a range of related topics.

     Chief Secretary for Administration, Mr Rafael Hui; Director General, State Council Informatization Office, Ms Chen Xiaozhu; Chief Executive, Cathay Pacific Airways, Mr Philip N L Chen; and Secretary, Department of Human Services, Victoria, Australia, Ms Patricia Faulkner will be the keynote speakers in the plenary session.

     Mr Hui will speak on public sector reform in Hong Kong, Asia's World City; Ms Chen on the delivery of people-based public services on the Mainland; Mr Chen on quality customer services in a competitive environment and Ms Faulkner on the delivery of human services using a joined up, client focused model, citing the experience in Victoria.

     After the plenary session, the conference will divide into two sub-themes: "Performance Management" and "People-based Services".

     Under "Performance Management" there will be three sessions - "Contract Management" (afternoon of April 3), and "Value-focused Management" and "Risk Management and Performance" (on April 4).

     Concurrently, there will be three sessions - "The Human Face of IT", "Innovative Service Delivery" and "Determining and Delivering Customer Needs" under the theme "People-based Services".

     The session speakers and panel discussion hosts come from a wide spectrum, with senior government officials and administrators and key figures in public bodies and international companies, Executive and Legislative Council Members, and professionals and academics.
