TROPICAL CYCLONE WARNING BULLETIN
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
THE STANDBY SIGNAL, NO. 1 IS IN FORCE.
THIS MEANS THAT A TROPICAL CYCLONE NOW CENTRED WITHIN ABOUT
800 KILOMETRES OF HONG KONG MAY AFFECT US.
AT 4 P.M., SEVERE TROPICAL STORM TRAMI WAS ESTIMATED TO BE
ABOUT 590 KILOMETRES SOUTH-SOUTHEAST OF HONG KONG (NEAR
17.6 DEGREES NORTH 116.9 DEGREES EAST) AND IS FORECAST TO
MOVE WEST AT ABOUT 22 KILOMETRES PER HOUR ACROSS THE
CENTRAL AND NORTHERN PARTS OF THE SOUTH CHINA SEA.
IN THE PAST FEW HOURS, TRAMI MOVED WEST-NORTHWEST STEADILY.
UNDER THE COMBINED EFFECT OF TRAMI AND THE NORTHEAST
MONSOON, LOCAL WINDS ARE OCCASIONALLY STRONG OFFSHORE AND
ON HIGH GROUND. HOWEVER, AS THE PREVAILING WINDS WILL
MAINLY BE NORTHERLIES, LOCAL WINDS WILL NOT STRENGTHEN
SIGNIFICANTLY TONIGHT AND AT FIRST TOMORROW DUE TO TERRAIN
SHELTERING EFFECT. THE STANDBY SIGNAL, NO. 1 WILL REMAIN IN
FORCE UNTIL AT LEAST 6 A.M. TOMORROW (26 OCTOBER).
TRAMI IS EXPECTED TO SKIRT ABOUT 500 KILOMETRES TO THE
SOUTH OF HONG KONG TOMORROW MORNING. HOWEVER, AS TRAMI
GRADUALLY MOVES TOWARDS THE SOUTHWEST OF HONG KONG, LOCAL
WINDS WILL VEER TO THE EAST LATER TOMORROW. SOME PLACES
WHICH HAVE BEEN SHELTERED BEFORE MAY BECOME EXPOSED. THE
RAINBANDS ASSOCIATED WITH TRAMI WILL ALSO AFFECT THE COAST
OF GUANGDONG GRADUALLY. DEPENDING ON THE DISTANCE OF STRONG
WINDS ASSOCIATED WITH TRAMI FROM THE PEARL RIVER ESTUARY
AND THE CHANGE IN LOCAL WIND CONDITIONS, THE OBSERVATORY
WILL ASSESS THE NEED OF ISSUING THE STRONG WIND SIGNAL, NO.
3 DURING THE DAY TOMORROW.
ACCORDING TO THE PRESENT FORECAST, TRAMI WILL MOVE
GRADUALLY TOWARDS THE SEAS SOUTH OF HAINAN ISLAND. LOCAL
WINDS WILL WEAKEN LATER ON SUNDAY. HOWEVER, THERE ARE
UNCERTAINTIES IN ITS SUBSEQUENT MOVEMENT AND INTENSITY. IT
MAY LINGER OVER THE SEAS SOUTH OF HAINAN ISLAND OR EVEN
MOVE EASTWARDS ACROSS THE CENTRAL AND NORTHERN PARTS OF THE
SOUTH CHINA SEA AGAIN EARLY NEXT WEEK. HOWEVER, TRAMI IS
EXPECTED TO WEAKEN BY THEN AND MAINTAIN QUITE SOME DISTANCE
FROM HONG KONG. THE OBSERVATORY WILL CLOSELY MONITOR THE
MOVEMENT OF TRAMI AND ASSESS THE NEED TO KEEP THE TROPICAL
CYCLONE WARNING SIGNAL IN FORCE.
(PRECAUTIONARY ANNOUNCEMENTS WITH NO. 1 SIGNAL)
1. PRECAUTIONS SHOULD BE TAKEN. DRAINS SHOULD BE CLEARED OF
OBSTRUCTIONS, AND WINDOWS AND DOORS SHOULD BE CHECKED.
2. PEOPLE IN AREAS OF EXPOSED TO HIGH WINDS OR IN LOW-LYING
AREAS SHOULD TAKE PRECAUTIONS AGAINST STRONG WINDS AND
FLOODING.
3. THOSE WHO HAVE DUTIES DURING A TROPICAL CYCLONE SHOULD
NOW REMAIN ON CALL.
4. PEOPLE PLANNING TO VISIT GUANGDONG, MACAU, OUTLYING
ISLANDS OR REMOTE PARTS OF HONG KONG SHOULD NOTE THAT
CHANGES IN WEATHER MAY AFFECT YOUR TRIPS.
5. THERE ARE SWELLS. YOU ARE ADVISED TO STAY AWAY FROM THE
SHORELINE AND NOT TO ENGAGE IN WATER SPORTS.
6. FISHING VESSELS AND LOW POWER VESSELS IN OPEN SEA SHOULD
SEEK SHELTER AS SOON AS POSSIBLE AND BE SECURED PROPERLY
WITH MOORINGS.
7. CONSTRUCTION AND PROPERTY MANAGEMENT PRACTITIONERS
SHOULD MAKE SURE THAT OVERHANGING FACILITIES AND TEMPORARY
STRUCTURES OUTDOORS ARE SECURELY FASTENED, AND SHOULD TAKE
PRECAUTIONARY MEASURES.
