THE NORTHEAST MONSOON IS AFFECTING THE SOUTH CHINA COASTAL
WATERS. MEANWHILE, THE AREA OF LOW PRESSURE OVER THE
CENTRAL PART OF THE SOUTH CHINA SEA NEAR VIETNAM IS
INTENSIFYING GRADUALLY. A TROPICAL CYCLONE APPEARS TO BE
FORMING.
