TROPICAL CYCLONE WARNING BULLETIN
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
THE STRONG WIND SIGNAL, NO. 3 IS IN FORCE.
THIS MEANS THAT WINDS WITH MEAN SPEEDS OF 41 TO 62
KILOMETRES PER HOUR ARE EXPECTED.
AT 10 A.M., TYPHOON KOINU WAS ESTIMATED TO BE ABOUT 100
KILOMETRES SOUTH-SOUTHEAST OF HONG KONG OBSERVATORY (NEAR
21.5 DEGREES NORTH 114.6 DEGREES EAST) AND IS FORECAST TO
MOVE WEST OR WEST-NORTHWEST SLOWLY EDGING CLOSER TO THE
PEARL RIVER ESTUARY.
IN THE PAST FEW HOURS, KOINU MOVED STEADILY TOWARDS THE
VICINITY OF THE PEARL RIVER ESTUARY, AND IS ENTERING WITHIN
100 KILOMETRES SOUTH OF THE HONG KONG OBSERVATORY.
CURRENTLY, STRONG WINDS ARE PREVAILING OVER MANY PLACES OF
THE TERRITORY. GALE WINDS ARE AFFECTING OFFSHORE AND HIGH
GROUND OCCASIONALLY. WITH KOINU FURTHER EDGING CLOSER,
WINDS WILL STRENGTH GRADUALLY LOCALLY. THE HONG KONG
OBSERVATORY WILL ISSUE THE NO. 8 GALE OR STORM SIGNAL AT
12:40 P.M. TODAY. INTENSE RAIN BANDS ASSOCIATED WITH KOINU
WILL AFFECT THE TERRITORY LATER TODAY AND TOMORROW.
IN THE PAST HOUR, THE MAXIMUM SUSTAINED WINDS RECORDED AT
TATE'S CAIRN, WAGLAN ISLAND AND CHEUNG CHAU WERE 81, 69 AND
58 KILOMETRES PER HOUR WITH MAXIMUM GUSTS EXCEEDING 115, 84
AND 79 KILOMETRES PER HOUR RESPECTIVELY.

1. PLEASE COMPLETE PRECAUTIONS AS SOON AS POSSIBLE. MAKE
SURE OBJECTS LIKELY TO BE BLOWN AWAY ARE SECURELY FASTENED
OR TAKEN INDOORS. CHECK IF ALL WINDOWS AND DOORS CAN BE
SECURELY LOCKED.
2. DRAINS SHOULD BE CLEARED OF LEAVES AND RUBBISH. PEOPLE
IN LOW-LYING AREAS SHOULD TAKE PRECAUTIONS AGAINST FLOODING.
3. OWING TO STORM SURGE, SOME LOW-LYING AREAS MAY HAVE
FLOODING OR BACKFLOW OF SEAWATER. PLEASE TAKE PRECAUTIONS,
AND STAY AWAY FROM DANGEROUS PLACES.
4. SEAS ARE ROUGH AND THERE ARE SWELLS. YOU ARE ADVISED TO
STAY AWAY FROM THE SHORELINE AND LOW-LYING AREAS, AND NOT
TO ENGAGE IN WATER SPORTS.
5. AVOID STAYING IN AREAS EXPOSED TO HIGH WINDS. DRIVERS
USING HIGHWAYS AND FLYOVERS SHOULD BE ALERT TO VIOLENT
GUSTS.
6. CONSTRUCTION AND PROPERTY MANAGEMENT PRACTITIONERS
SHOULD MAKE SURE THAT OVERHANGING FACILITIES AND TEMPORARY
STRUCTURES OUTDOORS ARE SECURELY FASTENED OR PLACED ON THE
GROUND, AND COMPLETE PRECAUTIONARY MEASURES AS SOON AS
POSSIBLE.
7. SMALL VESSELS NOT YET IN TYPHOON SHELTERS SHOULD SEEK
SHELTER WITHOUT DELAY. USE HEAVY ANCHORS AND CHECK THAT ALL
DECK FITTINGS ARE FIRMLY FASTENED.
