TROPICAL CYCLONE WARNING BULLETIN
 
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
 
THE STRONG WIND SIGNAL, NO. 3 IS IN FORCE.
 
THIS MEANS THAT WINDS WITH MEAN SPEEDS OF 41 TO 62
KILOMETRES PER HOUR ARE EXPECTED.
 
AT 8 A.M., TYPHOON KOINU WAS ESTIMATED TO BE ABOUT 110
KILOMETRES SOUTH-SOUTHEAST OF HONG KONG (NEAR 21.4 DEGREES
NORTH 114.7 DEGREES EAST) AND IS FORECAST TO MOVE WEST OR
WEST-NORTHWEST SLOWLY EDGING CLOSER TO THE PEARL RIVER
ESTUARY.


 
IN THE PAST FEW HOURS, KOINU MAINTAINED ITS STRENGTH WITH
ITS SPEED OF MOVEMENT SLIGHTLY PICKED UP, AND GRADUALLY
EDGED CLOSER TO THE VICINITY OF THE PEARL RIVER ESTUARY.
THE ASSOCIATED RAINBANDS ALSO STARTED TO AFFECT THE REGION.
LOCAL WINDS STRENGTHENED GRADUALLY. ACCORDING TO THE LATEST
FORECAST, KOINU WILL ADOPT A TRACK CLOSER TO HONG KONG AND
SKIRT WITHIN ABOUT 100 KILOMETRES TO THE SOUTH OF THE
TERRITORY WITH TYPHOON STRENGTH LATER TODAY. GALE WINDS ARE
EXPECTED TO AFFECT MANY PARTS OF HONG KONG. THE OBSERVATORY
WILL ISSUE THE NO. 8 GALE OR STORM SIGNAL AT 12:40 P.M.
TODAY. HEAVY SQUALLY SHOWERS ARE EXPECTED OVER THE
TERRITORY TODAY AND TOMORROW. THE PUBLIC IS ADVISED TO TAKE
NOTE OF THE LATEST WEATHER BULLETINS FROM THE OBSERVATORY.


 
IN THE PAST HOUR, THE MAXIMUM SUSTAINED WINDS RECORDED AT
TATE'S CAIRN, WAGLAN ISLAND AND CHEUNG CHAU WERE 78, 72 AND
57 KILOMETRES PER HOUR WITH MAXIMUM GUSTS EXCEEDING 95, 82
AND 82 KILOMETRES PER HOUR RESPECTIVELY.

1. PLEASE COMPLETE PRECAUTIONS AS SOON AS POSSIBLE. MAKE
SURE OBJECTS LIKELY TO BE BLOWN AWAY ARE SECURELY FASTENED
OR TAKEN INDOORS. CHECK IF ALL WINDOWS AND DOORS CAN BE
SECURELY LOCKED.
 
2. DRAINS SHOULD BE CLEARED OF LEAVES AND RUBBISH. PEOPLE
IN LOW-LYING AREAS SHOULD TAKE PRECAUTIONS AGAINST FLOODING.
 
3. OWING TO STORM SURGE, SOME LOW-LYING AREAS MAY HAVE
FLOODING OR BACKFLOW OF SEAWATER. PLEASE TAKE PRECAUTIONS,
AND STAY AWAY FROM DANGEROUS PLACES.
 
4. SEAS ARE ROUGH AND THERE ARE SWELLS. YOU ARE ADVISED TO
STAY AWAY FROM THE SHORELINE AND LOW-LYING AREAS, AND NOT
TO ENGAGE IN WATER SPORTS.
 
5. AVOID STAYING IN AREAS EXPOSED TO HIGH WINDS. DRIVERS
USING HIGHWAYS AND FLYOVERS SHOULD BE ALERT TO VIOLENT
GUSTS.
 
6. CONSTRUCTION AND PROPERTY MANAGEMENT PRACTITIONERS
SHOULD MAKE SURE THAT OVERHANGING FACILITIES AND TEMPORARY
STRUCTURES OUTDOORS ARE SECURELY FASTENED OR PLACED ON THE
GROUND, AND COMPLETE PRECAUTIONARY MEASURES AS SOON AS
POSSIBLE.
 
7. SMALL VESSELS NOT YET IN TYPHOON SHELTERS SHOULD SEEK
SHELTER WITHOUT DELAY. USE HEAVY ANCHORS AND CHECK THAT ALL
DECK FITTINGS ARE FIRMLY FASTENED.
