TROPICAL CYCLONE WARNING BULLETIN
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
THE STRONG WIND SIGNAL, NO. 3 IS IN FORCE.
THIS MEANS THAT WINDS WITH MEAN SPEEDS OF 41 TO 62
KILOMETRES PER HOUR ARE EXPECTED.
AT 5 A.M., TYPHOON KOINU WAS ESTIMATED TO BE ABOUT 130
KILOMETRES SOUTHEAST OF HONG KONG (NEAR 21.4 DEGREES NORTH
114.9 DEGREES EAST) AND IS FORECAST TO MOVE WEST OR
WEST-NORTHWEST SLOWLY ACROSS THE COASTAL WATERS OF
GUANGDONG.
IN THE PAST FEW HOURS, KOINU MAINTAINED ITS STRENGTH WITH
ITS SPEED OF MOVEMENT SLIGHTLY PICKED UP, AND GRADUALLY
EDGED CLOSER TO THE VICINITY OF THE PEARL RIVER ESTUARY.
THE ASSOCIATED RAINBANDS ALSO STARTED TO AFFECT THE REGION.
LOCAL WINDS STRENGTHENED GRADUALLY. ACCORDING TO THE LATEST
FORECAST, KOINU WILL ADOPT A TRACK CLOSER TO HONG KONG AND
SKIRT WITHIN ABOUT 100 KILOMETRES TO THE SOUTH OF THE
TERRITORY WITH TYPHOON STRENGTH LATER TODAY. GALE WINDS ARE
EXPECTED TO AFFECT MANY PARTS OF HONG KONG. THE OBSERVATORY
WILL ISSUE THE NO. 8 GALE OR STORM SIGNAL BETWEEN NOON AND
2 P.M. TODAY. HEAVY SHOWERS ARE EXPECTED OVER THE TERRITORY
TODAY AND TOMORROW. THE PUBLIC IS ADVISED TO TAKE NOTE OF
THE LATEST WEATHER BULLETINS FROM THE OBSERVATORY.
IN THE PAST HOUR, THE MAXIMUM SUSTAINED WINDS RECORDED AT
TATE'S CAIRN, WAGLAN ISLAND AND CHEUNG CHAU WERE 73, 62 AND
48 KILOMETRES PER HOUR WITH MAXIMUM GUSTS EXCEEDING 83, 73
AND 70 KILOMETRES PER HOUR RESPECTIVELY.

3. OWING TO STORM SURGE, SOME LOW-LYING AREAS MAY HAVE
FLOODING OR BACKFLOW OF SEAWATER. PLEASE TAKE PRECAUTIONS,
AND STAY AWAY FROM DANGEROUS PLACES.
4. SEAS ARE ROUGH AND THERE ARE SWELLS. YOU ARE ADVISED TO
STAY AWAY FROM THE SHORELINE AND LOW-LYING AREAS, AND NOT
TO ENGAGE IN WATER SPORTS.
5. SMALL VESSELS NOT YET IN TYPHOON SHELTERS SHOULD SEEK
SHELTER WITHOUT DELAY. USE HEAVY ANCHORS AND CHECK THAT ALL
DECK FITTINGS ARE FIRMLY FASTENED.
