TROPICAL CYCLONE WARNING BULLETIN
 
HERE IS THE LATEST TROPICAL CYCLONE WARNING BULLETIN ISSUED
BY THE HONG KONG OBSERVATORY.
 
THE STRONG WIND SIGNAL, NO. 3 IS IN FORCE.
 
THIS MEANS THAT WINDS WITH MEAN SPEEDS OF 41 TO 62
KILOMETRES PER HOUR ARE EXPECTED.
 
AT 2 A.M., TYPHOON KOINU WAS ESTIMATED TO BE ABOUT 130
KILOMETRES SOUTHEAST OF HONG KONG (NEAR 21.3 DEGREES NORTH
114.9 DEGREES EAST) AND IS FORECAST TO MOVE WEST OR
WEST-NORTHWEST SLOWLY ACROSS THE COASTAL WATERS OF
GUANGDONG.


 
THE CIRCULATION OF KOINU REMAINS RATHER COMPACT. UNDER ITS
INFLUENCE, STRONG WINDS ARE PREVAILING OFFSHORE WITH
OCCASIONAL GALES ON HIGH GROUND LOCALLY. ACCORDING TO THE
PRESENT FORECAST TRACK, KOINU WILL GRADUALLY EDGE CLOSER TO
THE VICINITY OF THE PEARL RIVER ESTUARY TODAY. THE
ASSOCIATED INTENSE RAINBANDS WILL GRADUALLY AFFECT THE
PEARL RIVER ESTUARY DURING THE DAY. MEANWHILE, THE GALE
WINDS ASSOCIATED WITH KOINU WILL MOVE TOWARDS THE REGION.
WHETHER OR NOT GALE WINDS WILL PREVAIL LOCALLY DEPENDS ON
KOINU’S DISTANCE FROM HONG KONG, AND HOW FAST IT WEAKENS.
THE OBSERVATORY WILL CONSIDER WHETHER OR NOT TO ISSUE
HIGHER TROPICAL CYCLONE WARNING SIGNALS THIS AFTERNOON. THE
PUBLIC IS ADVISED TO TAKE NOTE OF THE LATEST WEATHER
BULLETINS.


 
IN THE PAST HOUR, THE MAXIMUM SUSTAINED WINDS RECORDED AT
TATE'S CAIRN, WAGLAN ISLAND AND CHEUNG CHAU WERE 66, 60 AND
46 KILOMETRES PER HOUR WITH MAXIMUM GUSTS EXCEEDING 78, 69
AND 76 KILOMETRES PER HOUR RESPECTIVELY.

1. PLEASE COMPLETE PRECAUTIONS AS SOON AS POSSIBLE. MAKE
SURE OBJECTS LIKELY TO BE BLOWN AWAY ARE SECURELY FASTENED
OR TAKEN INDOORS. CHECK IF ALL WINDOWS AND DOORS CAN BE
SECURELY LOCKED.
 
2. DRAINS SHOULD BE CLEARED OF LEAVES AND RUBBISH. PEOPLE
IN LOW-LYING AREAS SHOULD TAKE PRECAUTIONS AGAINST FLOODING.
 
3. OWING TO STORM SURGE, SOME LOW-LYING AREAS MAY HAVE
FLOODING OR BACKFLOW OF SEAWATER. PLEASE TAKE PRECAUTIONS,
AND STAY AWAY FROM DANGEROUS PLACES.
 
4. SEAS ARE ROUGH AND THERE ARE SWELLS. YOU ARE ADVISED TO
STAY AWAY FROM THE SHORELINE AND LOW-LYING AREAS, AND NOT
TO ENGAGE IN WATER SPORTS.
 
5. SMALL VESSELS NOT YET IN TYPHOON SHELTERS SHOULD SEEK
SHELTER WITHOUT DELAY. USE HEAVY ANCHORS AND CHECK THAT ALL
DECK FITTINGS ARE FIRMLY FASTENED.
