Government invites market to submit expression of interest regarding development of multi-storey buildings for modern industries

     ​The Government today (June 30) invites interested parties to submit expression of interest (EOI) for the first batch of five sites for multi-storey buildings for modern industries (MSBs) located in Hung Shui Kiu/Ha Tsuen New Development Area (HSK/HT NDA) and near Yuen Long InnoPark, in order to finalise the tender documents with reference to the market feedback.
      
     A spokesperson for the Development Bureau (DEVB) said, "With a view to achieving the dual objectives of promoting the development of industries and consolidating brownfield operations in a land-efficient manner, the DEVB has reserved about 72 hectares of land in HSK/HT NDA, Yuen Long South Development Area, etc, mainly for the development of MSBs for industrial uses."
      
     Logistics and/or vehicle maintenance will be designated as the major uses of the first batch of five sites at HSK/HT and Yuen Long to promote the development and upgrading of relevant industries. These sites are expected to be rolled out progressively for tender starting from the fourth quarter of 2023.  In addition, the DEVB will request the developer to, under specific land sale conditions, set aside no less than 30 per cent of the floor space to be taken up by the Government ("Designated Portion"). An agency would be appointed by the Government to manage the Designated Portion for leasing to brownfield operators displaced by Government projects, so that brownfield operations contributing to the local economy can be consolidated and accommodated in a more orderly and efficient manner.
      
     The spokesperson indicated that, unlike industrial sites put up for sale by tender before, the said requirement for handing over 30 per cent of the floor space to the Government is a novel arrangement. The Government therefore invites the market to submit EOI, and the views and suggestions so collected will facilitate the Government in formulating more precisely the development parameters for subsequent land sale arrangements and tenders.
      
     The brochure of the invitation for EOI has been uploaded on the websites of the DEVB (www.devb.gov.hk/en/issues_in_focus/index.html) and the Lands Department (www.landsd.gov.hk). Interested parties must deposit their EOI in the designated box of Room 2129-30, 21/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, by noon on August 31 (Thursday).
