LCQ12: Proposed Tiu Keng Leng Park

     Following is a question by the Hon Lam So-wai and a written reply by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, in the Legislative Council today (January 11):
 
Question:
 
     Under the planning of the Tseung Kwan O Outline Zoning Plan, there is a district open space in Tseung Kwan O Area 72 (the site) for the proposed provision of the Tiu Keng Leng Park. On April 17, 2012, the Leisure and Cultural Services Department (LCSD) consulted the District Facilities Management Committee under the Sai Kung District Council on the development scope of the site and the facilities proposed to be built thereon and obtained its support. However, the LCSD has not yet released the design plan and the works schedule for the site. In this connection, will the Government inform this Council:
 
(1) of the detailed design and the works schedule of the works project to construct the Tiu Keng Leng Park on the site; and
 
(2) given that the site is divided into two parts by a slip road leading to the Tseung Kwan O-Lam Tin Tunnel, of the details and the latest progress of the feasibility study conducted by the authorities on connecting the two parts of the open space?

     The reply to the questions raised by the Hon Lam So-wai is as follows:

     The Leisure and Cultural Services Department (LCSD) consulted the then District Facilities Management Committee (DFMC) of the Sai Kung District Council (SKDC) on the development of the proposed facilities of the "Open Space in Area 72, Tseung Kwan O" (the Site) and obtained its support. The DFMC subsequently endorsed the District Minor Works (DMW) Proposal "SK-DMW369 Construction of sitting-out facilities in Open Space in Area 72, Tseung Kwan O" in September 2018 to enable the initial development of an area of about 400 square metres on the periphery of the Site with a view to providing sitting-out facilities (including fitness equipment, a pavilion with seating and a landscaped garden) for public enjoyment as early as possible. Commenced in April 2022, the said DMW project will be completed in the second half of 2023, upon which the relevant sitting-out facilities will be handed over to the LCSD for management. In addition, the LCSD continues to plan the remaining parts of the Site in accordance with the established procedures for public works projects, and will consult local stakeholders (including the SKDC) in due course. Since the project is still at a preliminary planning stage, information such as detailed design, proposal for connecting the two separate parts of the Site and relevant timetable are not available for the time being.
