Appointment of Under Secretaries and Political Assistants (with photos)

     The Chief Executive's Office announced today (August 24) that the Chief Executive, Mr John Lee, has appointed two Under Secretaries and four Political Assistants of the sixth term of the Hong Kong Special Administrative Region Government.

     The newly appointed Under Secretaries and Political Assistants are:

Under Secretary for Environment and Ecology, Miss Diane Wong Shuk-han
Under Secretary for Development, Mr David Lam Chi-man

Political Assistant to the Deputy Chief Secretary for Administration, Mr Ken Yip Siu-kin
Political Assistant to the Deputy Financial Secretary, Miss Phoebe Sung Pui-yu
Political Assistant to the Secretary for Justice, Ms Denise Hung Hiu-king
Political Assistant to the Secretary for Environment and Ecology, Mr Dragon Li Sai-lung
 
     The Under Secretary for Environment and Ecology, Miss Diane Wong Shuk-han; the Political Assistant to the Deputy Chief Secretary for Administration, Mr Ken Yip Siu-kin; and the Political Assistant to the Deputy Financial Secretary, Miss Phoebe Sung Pui-yu, will assume office on August 29. The Under Secretary for Development, Mr David Lam Chi-man; the Political Assistant to the Secretary for Justice, Ms Denise Hung Hiu-king; and the Political Assistant to the Secretary for Environment and Ecology, Mr Dragon Li Sai-lung, will assume office on September 1.
 
     Mr Lee said, "I have so far appointed 14 Under Secretaries and 17 Political Assistants, and the governing team of the current-term Government has largely taken shape. Together, my team and I will tackle people's concerns, strengthen the momentum for the development of Hong Kong, and pursue a result-oriented approach to serve members of the public in a pragmatic manner. I am confident every member of the team will work together in leading Hong Kong to start a new chapter that guides Hong Kong from stability to prosperity, and to build a Hong Kong that embraces opportunities, hope and inclusiveness for our people."
 
     The Government will announce the appointments of the remaining Political Assistants in due course. Following are biographical notes on the new appointees:
 
Miss Diane Wong Shuk-han

     Aged 59. Miss Wong has been Deputy Director of Food and Environmental Hygiene (Environmental Hygiene) since 2018.
 
     Miss Wong joined the Administrative Service in 1985 and rose to the rank of Administrative Officer Staff Grade B in 2020. She has served in various bureaux and departments, including the former Transport Branch, the former Housing Branch, the Home Affairs Department, the Development Bureau and the former Food and Health Bureau.
 
     Miss Wong holds a Bachelor of Social Sciences degree (First Class Honours) from the University of Hong Kong.
 
Mr David Lam Chi-man

     Aged 55. Mr Lam has been Principal Assistant Secretary (Planning and Lands) of the Development Bureau since 2018, mainly responsible for taking forward various new development area projects in the New Territories.
 
     Mr Lam joined the Government as an Assistant Town Planner in the Planning Department in 1990. He was promoted to Government Town Planner in 2019. He has also served in the former Planning and Lands Bureau and the former Home Affairs Bureau.
 
     Mr Lam holds a Bachelor of Science degree and a Master of Science (Urban Planning) degree from the University of Hong Kong.
 
Mr Ken Yip Siu-kin

     Aged 41. Mr Yip has been Assignment Editor (Political News) of the Hong Kong Economic Times since 2017, and had served in the Hong Kong Commercial Daily before. He has 17 years of experience in the media industry, covering mainly political news.
 
     Mr Yip graduated from Chu Hai College, majoring in Journalism and Communication.
 
Miss Phoebe Sung Pui-yu

     Aged 38. Miss Sung has been a researcher at the Development Bureau since 2016.

     Before joining the Government, Miss Sung had served as a senior reporter in Ta Kung Pao, and a senior assistant in the office of a Legislative Council Member.
 
     Miss Sung holds a Bachelor of Arts (Honours) degree in Journalism and Mass Communication from Hong Kong Shue Yan University, and a Master of Arts degree in Sociology from the Chinese University of Hong Kong.
 
Ms Denise Hung Hiu-king

     Aged 51. Ms Hung was Senior Manager (Communications and Engagement) of the Civil Service Bureau from 2020 to 2022. She has worked for a number of media organisations and corporations, as well as the Information Services Department.
 
     Ms Hung holds a Bachelor of Social Sciences degree in Communication from the Hong Kong Baptist University, and a Master of Arts degree in Cultural Management from the Chinese University of Hong Kong.
 
Mr Dragon Li Sai-lung

     Aged 36. Mr Li was a member of the Kwai Tsing District Council from 2016 to 2019 and has served in various government statutory and advisory bodies, including the Council for Sustainable Development, the Sir David Trench Fund for Recreation Committee, and the Intangible Cultural Heritage Advisory Committee.
 
     Mr Li holds a Bachelor of Mechanical Engineering (Honours) degree from King's College of the University of London and an Executive Master of Public Administration degree from Tsinghua University. He is a member of the Democratic Alliance for the Betterment and Progress of Hong Kong and the New Territories Association of Societies.
