The Chief Executive's Office announced today (July 22) that the Chief Executive, Mr John Lee, has appointed eight Under Secretaries and 11 Political Assistants of the sixth term of the Hong Kong Special Administrative Region Government.

     Mr Lee said, "I, together with Principal Officials, have been actively identifying suitable talents of diverse backgrounds based on criteria including their extensive experience, knowledge or abilities in respective fields; sharing my and relevant Principal Officials' governing philosophy; their good communication abilities; their love for both the country and Hong Kong; and their enthusiasm and passion in serving the community.
 
     "I have so far appointed 12 Under Secretaries and 13 Political Assistants. I am confident that, as new members of the politically appointed team, they will be pragmatic and aspire to build a capable government together."
 
     The Government will announce the appointments of the remaining Under Secretaries and Political Assistants in due course.
 
     The Political Assistant to the Secretary for Culture, Sports and Tourism, Mr Alvin Chiu Man-leong, will assume office on August 8. The Political Assistant to the Secretary for Transport and Logistics, Mr Alfred Chan Yuet-chuen, will assume office on August 15. The other Under Secretaries and Political Assistants will assume office on July 25.
 
     Following are biographical notes on the new appointees:
 
Mr Liu Chun-san

     Aged 60. Mr Liu was Under Secretary for Development from 2017 to 2022.
 
     Mr Liu joined the Government as an Assistant Engineer in 1986. He was promoted to Chief Engineer of the Civil Engineering and Development Department in 2009, Government Engineer in 2013, and Principal Government Engineer in 2016.
 
Mr Michael Cheuk Hau-yip

     Aged 57. Mr Cheuk was Regional Commander of Kowloon West of the Hong Kong Police Force until he retired in 2020.
 
     Mr Cheuk joined the Police in 1982 as a constable. In 2016, he was promoted to Assistant Commissioner and headed the Service Quality Wing.
 
Mr Victor Tai Sheung-shing

     Aged 55. Mr Tai has been Project Director in the Architectural Services Department since 2021.
 
     Mr Tai is an architect by profession with over 30 years of experience in the building industry. He joined the Government as an Assistant Architect in 1993. He was promoted to Chief Architect in 2012 and to Government Architect in 2021. He has served in various bureaux and departments, including the Development Bureau and the former Home Affairs Bureau.
 
Mr Raistlin Lau Chun

     Aged 52. Mr Lau has been Deputy Secretary for Financial Services and the Treasury (Treasury) since 2015.
 
     Mr Lau joined the Administrative Service in 1992 and rose to the rank of Administrative Officer Staff Grade B1 in 2021. He has served in various bureaux and departments, including the Chief Executive's Office, the former Environment and Food Bureau, and the former Environment, Transport and Works Bureau. He was Deputy Director-General of Trade and Industry from 2012 to 2015.
 
Dr Libby Lee Ha-yun

     Aged 50. Dr Lee has been Commissioner for Primary Healthcare of the Health Bureau since July 2022.
 
     Dr Lee joined the executive team of the Hospital Authority in 2008 and was promoted to Director of Strategy and Planning in 2016. Dr Lee has served on various professional bodies including as Council Member for the Hong Kong College of Community Medicine and the Hong Kong College of Anaesthesiologists.
 
     Dr Lee holds a medical degree and a master's degree in public health from the University of Hong Kong as well as a number of professional qualifications. She is trained as an anaesthesiologist and a practitioner in administrative medicine.
 
Mr Clarence Leung Wang-ching

     Aged 43. Mr Leung has held a number of public service positions, including Vice-Chairman of the Youth Development Commission, Vice-Chairperson of the Community Care Fund Task Force, Member of the Hong Kong Tourism Board, Chairman of the Product and Event Committee of the Hong Kong Tourism Board and Council Member for the Vocational Training Council. He has also served as Part-time Member of the former Central Policy Unit. He is a member of the Business and Professionals Alliance for Hong Kong.
 
     Mr Leung graduated from the University of Cambridge with a Bachelor of Arts in Economics with honours and a Master of Arts in Economics with honours.
 
Mr Jeff Sze Chun-fai

     Aged 36. Mr Sze was Political Assistant to the Secretary for Education from 2012 to 2022.
 
     Prior to joining the Government, Mr Sze served as a schoolteacher at HKUGA College and as the Executive Director of Savantas Policy Institute. He is a member of the New People's Party.
 
     Mr Sze holds a Bachelor of Science degree in Mathematics and a Master of Science degree in Statistics from Stanford University in the United States. He also holds a Postgraduate Diploma in Education, majoring in Economics, from the University of Hong Kong.
 
Ms Lillian Cheong Man-lei

     Aged 33. Ms Cheong was Political Assistant to the Secretary for Innovation and Technology from 2017 to 2022.
 
     Before joining the Government, Ms Cheong worked as Assistant to Executive Director and Joint General Manager at a listed company. Ms Cheong has also served as a co-opted member of the Community Building Committee of the Wan Chai District Council and adviser to a think tank.
 
     Miss Cheong holds a Bachelor of Social Sciences degree from the University of Hong Kong, double majoring in politics and public administration and global studies. 
 
Mr Bruce Lee Sai-wah

     Aged 41. Mr Lee has been the Head of Strategic Engagement of Cathay Pacific Airways since 2020.
 
     Mr Lee has worked in the office of a Legislative Council Member and various media companies. In 2016, he joined Cathay Pacific as the Manager of Corporate Affairs, and was appointed as Manager of Governmental Affairs of Cathay Dragon in 2019.
 
     Mr Lee holds an Honour Diploma in Mass Communication and Journalism from Hong Kong Shue Yan College, as well as a Master of Cultural Studies degree from Lingnan University.
 
Miss Sammi Fu Hiu-lam

     Aged 40. Miss Fu was a member of the Islands District Council from 2016 to 2019.
 
     Over the years, Miss Fu has devoted herself to the community and participated in various public service positions (including the Committee on the Promotion of Civic Education, the Lantau Development Advisory Committee, the Finance Committee of the Hong Kong Housing Authority and the Appeal Tribunal (Buildings) of the Development Bureau). She has also worked in multinational accounting firms and listed companies.
 
     Miss Fu holds a Bachelor of Commerce (Honours) degree in Accounting from Hong Kong Shue Yan University, and is a certified public accountant and certified tax adviser. She is a member of the New People's Party.
 
Ms Siu Ka-yi

     Aged 39. Ms Siu was the Political Assistant to the Chief Secretary for Administration from 2017 to 2022.
 
     Ms Siu served as a member of the Central and Western District Council from 2012 to 2017. She is a member of the Democratic Alliance for the Betterment and Progress of Hong Kong.
 
     Ms Siu graduated from Chu Hai College of Higher Education, majoring in Journalism and Communication. She also holds a Master's degree in Social Policy and Social Development from the Hong Kong Polytechnic University.
 
Mr Yeung Tung-tat

     Aged 38. Mr Yeung joined the Financial Secretary's Private Office as Project Officer in 2017, and then as Senior Researcher since 2020.
 
     Before joining the Government, Mr Yeung worked in newspaper and radio station companies.
 
     Mr Yeung holds a Bachelor of Social Sciences in Communication (Journalism) from the Hong Kong Baptist University, and a Master of Arts in Public Policy from the University of Warwick, the United Kingdom.
 
Dr Marcus Liu Tin-shing

     Aged 38. Dr Liu has been a lecturer at the College of Professional and Continuing Education of the Hong Kong Polytechnic University since 2015, and has worked as a director of companies in the food and beverage industry.
 
     Dr Liu holds a Bachelor of Arts degree in Economics from the University of Texas at Austin, a Master of Arts degree in Economics and a PhD degree in Economics from the University of California, Los Angeles, and an Executive Master of Public Administration degree from Tsinghua University. He is a member of the New People's Party.
 
Miss Christy Leung So-ting

     Aged 34. Miss Leung has been a senior reporter of the South China Morning Post, covering crime and security-related stories in Hong Kong since 2015. Her work has been recognised in the WAN-IFRA Asian Media Awards 2016. She also received the Best News Reporting Merit Award from the Newspaper Society of Hong Kong in 2020.
 
     Miss Leung graduated from the City University of Hong Kong, and has worked as a reporter for Deutsche Welle's headquarters in Berlin and Asia Television Limited. 
 
Ms Au Yeung Man-sin

     Aged 33. Since 2011, Ms Au Yeung has worked at Wen Wei Po as a reporter and then was promoted to Assistant News Editor of Local News, covering education, politics and other local news. Her work has received several awards.
 
     Ms Au Yeung holds a Bachelor of Social Sciences in Communication (Journalism) from the Hong Kong Baptist University.  
 
Miss Joyce Li Wai

     Aged 32. Miss Li was Special Assistant of the Chief Executive's Office from 2017 to 2022.
 
     Before joining the Government, Miss Li was a senior reporter in the News and Information Services Division of Television Broadcasts Limited.
 
     Miss Li holds a Bachelor of Social Sciences in Communication (Journalism) from the Hong Kong Baptist University and a Master of Social Sciences in Public Administration from the University of Hong Kong.
 
Miss Nicole Chan Sin-man

     Aged 31. Miss Chan was a project co-ordinator at the office of a Legislative Council Member from 2016 to 2022. She was involved in promoting and organising various legal education events in the community.
 
     Miss Chan holds a Bachelor of Science degree (Honours) from the Hong Kong Polytechnic University. She is a member of the Democratic Alliance for the Betterment and Progress of Hong Kong.
 
Mr Alvin Chiu Man-leong

     Aged 40. Mr Chiu has worked at a financial institution since 2008, and currently is its senior vice president.
 
     Mr Chiu has also served in a technology company as a quality engineer. He was a member of the Sha Tin District Council from 2012 to 2019. He is a member of the Democratic Alliance for the Betterment and Progress of Hong Kong.
 
     Mr Chiu holds a Bachelor of Engineering in Industrial Engineering and Engineering Management (Transportation Logistics Management) from the Hong Kong University of Science and Technology, and a Master of Social Science in Public Policy from the Chinese University of Hong Kong.
 
Mr Alfred Chan Yuet-chuen

     Aged 38. Mr Chan has served at the office of a Legislative Council Member since 2009, currently as Senior Legislative Assistant. He is a member of the New People's Party.
 
     Mr Chan holds a Bachelor of Arts (First Class Honours) degree in Philosophy and Fine Arts from the University of Hong Kong.
