Also appointed today are five Principal Officials heading the disciplined services, the Independent Commission Against Corruption and the Audit Commission in the Sixth-term of the HKSAR Government. They are the Commissioner of Police, Mr Siu Chak-yee; the Commissioner, Independent Commission Against Corruption, Mr Woo Ying-ming; the Director of Audit, Professor Nelson Lam; the Director of Immigration, Mr Au Ka-wang; and the Commissioner of Customs and Excise, Ms Louise Ho.
In addition, Mr Lee announced the appointment of Ms Carol Yip as the Director of the Chief Executive's Office of the Sixth-term of the HKSAR Government.
Following are the biographical notes on the appointed officials:
Mr Chan Kwok-ki

Aged 63. Mr Chan has been Director of the Chief Executive's Office since 2017.
He joined the Immigration Department in 1982 as an Assistant Immigration Officer. He was promoted to Assistant Director of Immigration in 2007 and Deputy Director of Immigration in 2010. He was appointed as Director of Immigration from 2011 to 2016.
Mr Paul Chan

Aged 67. Mr Chan has been Financial Secretary since 2017.
He had over 30 years' experience in the accounting sector and had worked in the Inland Revenue Department, the former Construction Industry Training Authority, a listed company and accountancy firms. Mr Chan became an elected member of the Legislative Council representing the Accountancy Constituency in 2008. He was Secretary for Development from 2012 to 2017. He is a former President of the Hong Kong Institute of Certified Public Accountants, a former President of the Association of Chartered Certified Accountants, Hong Kong and Chairman of the Legal Aid Services Council.
Mr Paul Lam Ting-kwok, SC

Aged 54. Before joining the Government, Mr Lam was a Senior Counsel in private practice specialising in general civil and commercial proceedings, and has passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination. He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He has also been enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration, and appointed by the China University of Political Science and Law in Beijing as professor.
Mr Lam held a number of public service positions, including Chairman of the Consumer Council, Chairman of the Administrative Appeals Board, Chairman of ICAC Operations Review Committee and Member of Independent Police Complaints Council.
Mr Cheuk Wing-hing

Mr Cheuk is now 63.
Mr Cheuk was appointed to the civil service as an Inspector of Police in 1981. He joined the Administrative Service in 1984 and rose to the rank of Administrative Officer Staff Grade A1 in 2017. He has served in a wide range of bureaux and departments, including the former Hong Kong Government Office in London, the Department of Health, the former Civil Service Branch, the former Industry Department, Invest Hong Kong, the Food and Environmental Hygiene Department, the General Grades Office, the former Health, Welfare and Food Bureau and the Labour Department. He was Director of Administration and Development in the Department of Justice from 2014, and was Permanent Secretary for Innovation and Technology from 2015. After his retirement in 2019, Mr Cheuk was appointed as Chairman of the Administrative Officer Recruitment Board, Director of the Dialogue Office, Director of the COVID-19 Vaccination Programme and Advisor of the Financial Secretary’s Private Office.
Mr Michael Wong

Aged 59. Mr Wong has been Secretary for Development since 2017.
He joined the Government's Administrative Service in 1985 and rose to the rank of Administrative Officer Staff Grade A1 in 2017. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Television and Entertainment Licensing Authority, the former Legal Department, the Central Policy Unit, the former Trade and Industry Branch, the former Business and Services Promotion Unit, the former Economic Services Bureau, the Security Bureau and the former Economic Development and Labour Bureau. He was appointed as Deputy Secretary for Education in 2007, Director of Information Services in 2009, Director of Marine in 2014, and was Permanent Secretary for Development (Planning and Lands) from 2015 to 2017.
Mr Cheung Kwok-kwan

Mr Cheung is now 47.
He is a practising lawyer in Hong Kong with the qualifications of China-appointed Attesting Officer and Civil Celebrant of Marriages. At present, he is a Legislative Council Member, an Executive Council Member and the Vice Chairman of the Democratic Alliance for the Betterment and Progress of Hong Kong. He served as a member of the Central and Western District Council from 2011 to 2019. He was previously a member of the Hong Kong Housing Authority and the Long Term Housing Strategy Steering Committee.
Mr Kevin Yeung

Aged 59. Mr Yeung has been Secretary for Education since 2017.
He had worked in the private sector for seven years before joining the Government as an Administrative Officer in 1992. He was promoted to Administrative Officer Staff Grade C in 2004. Mr Yeung has worked in a number of bureaux and departments, including the Food and Health Bureau, the Home Affairs Bureau, the Kowloon City District Office and the Hong Kong Economic and Trade Office in Sydney. He was appointed as Under Secretary for Education in 2012.
Mr Erick Tsang Kwok-wai

Aged 58. Mr Tsang has been Secretary for Constitutional and Mainland Affairs since 2020.
Mr Tsang joined the Immigration Department as an Assistant Immigration Officer in 1987. He became Assistant Director of Immigration in 2012 and Deputy Director of Immigration in 2014. He was appointed as Director of Immigration in 2016.
Mr Christopher Hui

Aged 45. Mr Hui has been Secretary for Financial Services and the Treasury since 2020.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. Mr Hui worked in the banking sector after leaving the Government in 2003 and has worked for the Hong Kong Exchanges and Clearing Limited for over 10 years. He was appointed Executive Director of the Financial Services Development Council from 2019 to 2020.
Mr Tang Ping-keung

Aged 56. Mr Tang has been Secretary for Security since 2021.
He joined the Hong Kong Police Force in 1987 as a Probationary Inspector. He was promoted to Chief Superintendent in 2012, Assistant Commissioner of Police in 2015, Senior Assistant Commissioner of Police in 2017, Deputy Commissioner of Police in 2018 and Commissioner of Police in 2019.
Mr Tse Chin-wan

Aged 64. Mr Tse has been Under Secretary for the Environment since 2017.
Mr Tse joined the former Environmental Protection Agency as an Environmental Protection Officer in 1985. He was promoted to Principal Environmental Protection Officer in 1991 and Assistant Director of Environmental Protection in 1996. He was appointed as Deputy Director of the Environmental Protection Department in 2013.
Mr Algernon Yau

Mr Yau is now 63.
Mr Yau has been working in the aviation industry and large multinational enterprises for more than four decades. Mr Yau joined Cathay Pacific in 1982, and has served in numerous key managerial positions within the group. He was Chief Executive Officer of Cathay Dragon from 2015 to 2017, and was appointed as Executive Director of the Cathay Pacific Board in 2017. In addition to managing Cathay Dragon, Mr Yau was appointed Director Service Delivery of Cathay Pacific in 2017. He has been serving as Board Director and Chief Executive Officer of the Greater Bay Airlines since he joined the airline in 2021.
Professor Lo Chung-mau

Aged 61. Professor Lo has been devoting in clinical work, teaching and scientific research in the field of hepatobiliary surgery for more than three decades. He is internationally renowned for his expertise in hepatobiliary surgery and liver transplantation. He is currently Hospital Chief Executive at The University of Hong Kong-Shenzhen Hospital and Director of Liver Transplantation Centre at Queen Mary Hospital.
With his long involvement in the clinical practice and management in the healthcare sectors of both Hong Kong and the Mainland, Professor Lo has profound knowledge of the healthcare systems in the two places. He also possesses an extensive network and rich experience in the administration and management of healthcare and other expertise services.
Mr Lam Sai-hung

Aged 60. Mr Lam was Permanent Secretary for Development (Works) prior to his retirement in 2021.
He joined the Government as Assistant Engineer in 1986. He was promoted to Chief Engineer in 2009 and to Principal Government Engineer in 2014. He was appointed as Project Manager of the Hong Kong Island and Islands Development Office in the Civil Engineering and Development Department in 2015, as Director of Civil Engineering and Development in 2016 and as Permanent Secretary for Development (Works) in 2018.
Ms Bernadette Linn

Aged 58. Ms Linn has been Permanent Secretary for Development (Planning and Lands) since 2017.
Ms Linn joined the Administrative Service in 1989 and rose to the rank of Administrative Officer Staff Grade A1 in 2019. She has served in various bureaux and departments, including the former City and New Territories Administration, the former New Airport Projects Co-ordination Office, the former Civil Service Branch and the former Finance Bureau in the early years. She was appointed Deputy Secretary for Financial Services and the Treasury (Treasury) in 2008, Private Secretary to the Chief Executive in 2010 and Director of Lands in 2012.
Ms Winnie Ho

Aged 57. Ms Ho has been Director of Architectural Services since 2020.
Ms Ho joined the Government as Architect in 1992. She was promoted to Chief Architect in 2009, to Government Architect in 2012, and was appointed Deputy Director of Architectural Services in 2018.

Aged 57. Mrs Yeung has been Permanent Secretary for Civil Service since 2020.
Mrs Yeung joined the Government in 1986 as an Executive Officer. She later joined the Administrative Service in 1988 and rose to the rank of Administrative Officer Staff Grade A1 in 2019. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Constitutional Affairs Branch, the Department of Health, the former Security Branch, the Home Affairs Department, the former Environment and Food Bureau and the former Health, Welfare and Food Bureau. She was appointed as Deputy Secretary for the Civil Service in 2008, Commissioner for Transport in 2012 and Permanent Secretary for Education in 2017.
Dr Choi Yuk-lin

Aged 55. Dr Choi has been Under Secretary for Education since 2017.
Prior to joining the Government, Dr Choi had worked in the education field for over 20 years. She taught in secondary schools for more than a decade since 1988, before joining the Education Bureau where she was responsible for school-based curriculum development and language teaching support. In 2013, she took up the principalship of a secondary school. During the period, she took part in social and educational work, including the setting up of the Hong Kong Teachers Dream Fund. She also served on the Fight Crime Committee and the Commission on Youth.
Professor Sun Dong

Professor Sun Dong is now 55.
Professor Sun grew up in Beijing. He studied his doctorate degree in Hong Kong in 1994 and pursued further studies overseas. After his return to Hong Kong in 2000, he started a high-tech company and joined the City University of Hong Kong as professor. He is currently Fellow of the Canadian Academy of Engineering in Canada, Member of the European Academy of Sciences and Arts and Fellow of Institute of Electrical and Electronic Engineers (IEEE) in the USA. Professor Sun has been committed in promoting higher education and frontline scientific research in Hong Kong for more than 20 years, nurturing for Hong Kong many talents in the field of innovation and technology. He has been a Legislative Council Member since 2022.
Ms Alice Mak

Ms Mak is now 51.
Ms Mak has been serving the community for many years. A former member serving in six terms of the Kwai Tsing District Council, she is well-acquainted with district affairs. She has been a Legislative Council member since 2012, and is currently the Vice President of the Hong Kong Federation of Trade Unions, Member of the Council of The Chinese University of Hong Kong and Chairman of Hong Kong Ladies Dynamic Association.
Mr Chris Sun

Aged 50. Mr Sun has been Commissioner for Labour since 2020.
Mr Sun joined the Administrative Service in 1994 and rose to the rank of Administrative Officer Staff Grade B1 in 2019. He has served in various bureaux and departments, including the former Finance Branch, the former Constitutional Affairs Bureau, the former Finance Bureau, the Home Affairs Department, the Home Affairs Bureau, the Civil Service Bureau and the Food and Health Bureau. He was appointed as Deputy Secretary for Food and Health (Health) in 2011, Head (Healthcare Planning and Development Office) in 2012, and Deputy Secretary for Financial Services and the Treasury (Financial Services) in 2017.
Mr Siu Chak-yee

Aged 56. Mr Siu has been Commissioner of Police since 2021.

Mr Woo Ying-ming

Aged 56. Mr Woo was Commissioner of Correctional Services before his retirement in 2022.
Mr Woo joined the Immigration Department as Assistant Immigration Officer in 1988. He was appointed as Officer of the Correctional Services Department in 1989. He was promoted to Senior Superintendent of Correctional Services in 2011, to Assistant Commissioner of Correctional Services in 2012 and to Deputy Commissioner of Correctional Services in 2018. He was Commissioner of Correctional Services since 2018.
Professor Nelson Lam

Professor Lam is now 53.
Professor Lam is a chartered accountant practising for over 30 years in a number of accountancy firms. He is the founder and Chairman of the Nelson CPA Limited since its establishment in 2005. He was also the former President of the Society of Chinese Accountants and Auditors and former Vice President of the Hong Kong Institute of Certified Public Accountants. He has been a Legislative Council Member since 2022.
Mr Au Ka-wang

Aged 55. Mr Au has been Director of Immigration since 2020.
Mr Au joined the Immigration Department as Assistant Immigration Officer in 1988. He was promoted to Chief Immigration Officer in 2009, to Assistant Principal Immigration Officer in 2014 and to Principal Immigration Officer in 2015. Afterwards, he was promoted to Assistant Director of Immigration in 2018 and to Deputy Director of Immigration in 2019.
Ms Louise Ho

Aged 54. Ms Ho has been Commissioner of Customs and Excise since 2021.
Ms Ho joined the Customs and Excise Department as Inspector of Customs and Excise in 1991. She was promoted to Superintendent of Customs and Excise in 2010, to Senior Superintendent of Customs and Excise in 2013, to Assistant Commissioner of Customs and Excise in 2017 and to Deputy Commissioner of Customs and Excise in 2019.
Ms Carol Yip

Ms Yip joined the Administrative Service in 1987 and rose to the rank of Administrative Officer Staff Grade A in 2015. She has served in various bureaux and departments, including the former Survey Office, the former Transport Branch, the former Constitutional Affairs Branch, the former New Airport Projects Co-ordination Office, the former Trade Department and the Trade and Industry Department. She served as Deputy Secretary for Health, Welfare and Food (Elderly Services and Social Security) (later renamed Deputy Secretary for Labour and Welfare (Welfare)) from 2006 to 2009 and Deputy Secretary for Security from 2009 to 2013, and has served as Director of Social Welfare since 2013.
