Recruitment exercise for Head of Civil Service College begins

The Government launched today (November 30) the recruitment exercise for the post of the Head of the Civil Service College.
"The establishment of the Civil Service College is a major undertaking by the Hong Kong Special Administrative Region Government to enhance training for civil servants on all fronts. The Head of the College is required to take forward the mission of the College in enhancing training for the civil service, particularly as the backbone of the Government in ensuring the accurate and comprehensive implementation of 'one country, two systems'," a spokesman for the Civil Service Bureau said.
The recruitment advertisement was posted on the Government website and published in newspapers. The advertisement on the Government website has set out in detail the entry requirements for the post. The Government has also issued an internal vacancy circular to invite serving substantive Directorate Officers at Directorate Pay Scale Point 3 (D3) or above, or equivalent, who meet the entry requirements, to apply for the post.
The post of the Head of the College is a one-rank grade post, and is at the rank of Directorate Pay Scale Point 6 (D6). The successful candidate (whether he or she is currently a serving civil servant or an outside candidate) will be appointed on civil service agreement terms.
Apart from having graduate or post-graduate qualifications and, among other things, at least 15 years of administrative/managerial/professional experience in the relevant areas, candidates are also required to have the acumen to appreciate the challenges, development needs and opportunities facing civil servants as well as the local, national and international affairs impacting the civil service, a comprehensive and accurate understanding of the Constitution, the Basic Law and the Hong Kong National Security Law, and a good understanding of the nation's development. Details of the entry requirements have been set out in the recruitment advertisement posted on the Government website and the relevant internal vacancy circular.
The application period opens today and will close on December 13.
"We look forward to identifying a suitable candidate for appointment to the post in the first half of 2022, so as to enable the College to implement under the leadership of its Head various measures and initiatives as soon as possible to strengthen, widen and deepen civil service training, and to steer further planning and development of the College," the spokesman said.
The Civil Service College will be established in December. Pending the appointment of a suitable candidate to the post, the Permanent Secretary for the Civil Service will double down as the Head of the College.
