Secretary for Transport and Housing: I would say that the report submitted by the MTRC (MTR Corporation) is basically a technical investigation report. As far as I understand, they are now conducting internal investigation into the derailment incident (at the Hung Hom Station on the East Rail Line) as well as the security incident in the West Rail Station (West Kowloon Station of the Express Rail Link). I would suggest that you take a little bit of patience. When they have completed the internal investigation seriously, then they'll come out and inform the public and the media.
