Hospital Authority announces senior appointments (with photos)

The Hospital Authority (HA) spokesperson announced the following senior executive appointments today (December 21):
Dr Chung Kin-lai will be appointed as Director (Quality and Safety) at a date to become effective in February 2018.
Dr Chung is a specialist in emergency medicine. He is currently the Hospital Chief Executive (HCE) of North District Hospital (NDH), a position he has held since 2016. In his current role, Dr Chung led the hospital response plan during the winter and summer surge and minimised access block from Accident and Emergency admission. He started the Patient Focus Group and set up the Hospital Information Advisory Committee to collect suggestions from patients and the community for improving hospital services. He also steered the pilot implementation of the Dementia Community Support Scheme in New Territories East Cluster.
Dr Chung possesses ample management experience both at the cluster and corporate levels, serving previously as HCE of Castle Peak Hospital and Siu Lam Hospital, Chief Manager (Integrated Care Programme) and Chief Manager (Cluster Performance) at the HA Head Office before his current appointment as HCE (NDH).
The HA also announced that under the senior executive job rotation arrangement, the Cluster Chief Executive (CCE) of Hong Kong West Cluster, Dr Luk Che-chung, will be transferred to the position of CCE of Hong Kong East (HKE) Cluster and HCE of Pamela Youde Nethersole Eastern Hospital, St John Hospital and Wong Chuk Hang Hospital, succeeding Dr Lau Chor-chiu upon his retirement in October 2018. Dr Luk has been the CCE of HKW and HCE of Queen Mary Hospital and Tsan Yuk Hospital since 2010. The positon vacated by his rotation will become open for recruitment.
The HA Chairman, Professor John Leong, and the HA Chief Executive, Dr Leung Pak-yin, congratulated Dr Chung and Dr Luk on their new appointments and wished them every success in taking up the new posts.
Professor Leong and Dr Leung also expressed their appreciation for the contribution of Dr Lau in the public healthcare system for over 33 years, in particular his significant role in the professional development of emergency medicine; and upon his appointment as CCE, leading the service provision and development of the HKE Cluster hospitals. They wished Dr Lau a happy retirement.
