Draft Urban Renewal Authority Hung Fook Street/Ngan Hon Street Development Scheme Plan approved

"The approved DSP provides a statutory land use planning framework to guide the implementation of the URA Hung Fook Street/Ngan Hon Street Development Scheme," a spokesman for the Town Planning Board said today (November 10).
The Development Scheme Area covers a total area of about 4 951 square metres. The Scheme boundary covers tenement buildings which are bounded by Ngan Hon Street to the north, Wing Kwong Street to the east, Hung Fook Street to the south and a back lane of the adjacent buildings of 17-31 To Kwa Wan Road to the west. The Area has included government lane and pavement area.
The Area is zoned "Residential (Group A)8" ("R(A)8"). The planning intention is primarily for high-density residential developments with the provision of an underground car park that will accommodate car parking spaces and loading/unloading facilities ancillary to developments and/or redevelopments commenced by the URA within the area bounded by Ngan Hon Street, To Kwa Wan Road, Wing Kwong Street and Sung On Street as well as coach parking spaces to cater for the need of coach parking in the district. Commercial uses are always permitted on the lowest three floors of a building or in the purpose-designed non-residential portion of an existing building.
In order to maintain adequate planning control over the development intensity, developments within the "R(A)8" zone are subject to a maximum plot ratio (PR) of 7.5 for a domestic building or 9.0 for a building that is partly domestic and partly non-domestic, or the PR of the existing building, whichever is the greater. The maximum building height of the Area is restricted to 100 metres above Principal Datum or the height of the existing building, whichever is the greater.
The approved DSP No. S/K9/URA2/2 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Kowloon District Planning Office and the Kowloon City District Office.
Copies of the approved DSP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Board's website (www.info.gov.hk/tpb).
