At the Forum, which was themed "Collaborate Complement Co-Create", the Acting Chief Executive, Mr Matthew Cheung Kin-chung, said that various measures, including the participation of Hong Kong technology experts in national science and technology programmes and the setting up of Partner State Key Laboratories in Hong Kong, have been carried out by the two sides with the support of the MOST. These measures have not only laid a solid foundation for Hong Kong’s technology development, but also greatly encouraged active collaboration between Hong Kong research talents and their Mainland counterparts.
Mr Cheung added that the Hong Kong Special Administrative Region Government is determined to develop the I&T industry, and that Hong Kong has competitive edges on various fronts. The Government and the industry should seize the opportunities brought by the Belt and Road Initiative, the Guangdong-Hong Kong-Macao Bay Area and the Hong Kong-Shenzhen Innovation and Technology Park in the Lok Ma Chau Loop, thus helping both sides to achieve a synergy effect.
"The support from the Central People's Government enables us to show greater determination in I&T development by assisting the industry to take advantage of the global I&T trends, and facilitating the application of I&T in different industries," he said.
The Forum had two sessions. The Vice Minister of Science and Technology, Professor Huang Wei, gave the opening remarks at the opening ceremony-cum-keynote session in the morning. The Secretary for Innovation and Technology, Mr Nicholas W Yang, then briefed the audience on the directions for I&T development in Hong Kong and major initiatives. The Vice President of the Chinese Academy of Sciences, Professor Zhang Jie; the Vice Mayor of Shenzhen Municipal Government, Mr Gao Zimin; the Director of the Oceanalpha Company Limited, Mr Zhang Yunfei; the Executive Secretary of the China Association for Science and Technology, Professor Wu Haiying; the Co-Founder of the SenseTime Group Limited, Professor Tang Xiaoou; the Vice President of the National Natural Science Foundation of China, Dr He Minghong; and the Director General of the Department of Regional Economy of the National Development and Reform Commission, Mr Guo Lanfeng, also gave keynote presentations.
In the afternoon, two concurrent panel sessions were hosted respectively by the Chairman of the Board of Directors of the Hong Kong Science and Technology Parks Corporation, Mrs Fanny Law, and the President of The Hong Kong University of Science and Technology, Professor Tony Chan. Representatives from the governments, the R&D sector and business sector of Hong Kong and the Mainland joined discussions on how Hong Kong can leverage its strengths to promote the commercialisation of R&D results and sustainable development of the economy in light of the Belt and Road Initiative, the development of Guangdong-Hong Kong-Macao Bay Area and the Hong Kong-Shenzhen Innovation and Technology Park.
