LCQ19: Government lands let by way of short-term tenancies and granted by way of temporary government land allocations

Question:
Will the Government inform this Council of:
(1) the current number of government lands which are let by way of short-term tenancies (STTs) and their total area (with a breakdown by District Council district); and
(2) the specific locations (shown on a map) and areas (set out in a table) of the lands which are not smaller than one hectare and are currently (i) granted to various government bureaux and departments by way of temporary government land allocations or (ii) let by way of STTs?

My reply to the two-part question is as follows:
(1) The current number of short-term tenancies (STT) granted and their site areas with breakdown by District Lands Office district are tabulated below:

The land-uses of the above STT sites in Table 2(a) mainly include works areas/sites required for public rental housing/Home Ownership Scheme/railway development projects/the airport Three-Runway System/public utilities, and religious/community/other non-profit making uses (such uses altogether take up about 87% of the total area of land granted by STT as listed in Table (2)(a), including about 1 640 hectares of land leased to the Airport Authority Hong Kong for land formation and related works of the Three-Runway System), as well as open storage, container storage and temporary fee-paying carparks. The uses of sites granted under TGLA mainly include works areas/sites, etc.
Regarding the STT sites granted for works areas/works sites for long-term development uses, upon completion of the construction works, a land lease for the long-term development use will be granted by the Lands Department, and the sites for infrastructure uses will then be handed over to the responsible organisations or departments for management and operation of the facilities concerned. In other words, these STTs were in fact issued as a transitional arrangement so that works can commence to implement the long-term development uses of the sites. In addition, works sites allocated by way of TGLA for carrying out government projects (such as those for construction of roads or highways) will normally become part of the infrastructure upon expiry of the TGLA.
As the STTs and TGLAs sites involved are large in number and widely dispersed in different areas, it is not possible to provide a map indicating all of their locations.
