Crowd safety management measures and special traffic arrangements for public order events on July 1

Police will implement crowd safety management measures and special traffic arrangements to facilitate the public order events to be held on Hong Kong Island and Kowloon this Saturday (July 1).
(1) Public procession and public meetings
Hong Kong Island
Crowd safety management measures

Police will implement crowd safety management measures to facilitate the holding of a public meeting and procession in the Victoria Park (the Park), Causeway Bay on July 1.
In addition to the said events, the “Realisation of our Dreams Innovative Science and Technology Exhibition” (the Exhibition) is also being held in the Park. It is expected that many people will go to the vicinity on that day, which is a public holiday. Police will implement temporary traffic control and crowd safety management measures to facilitate the public going to the Park.
The procession participants will gather at the Central Lawn of the Park at 2pm and set off for the venue of the meeting in Central at 3pm, and route through South Boulevard and basketball courts of the Park, westbound Causeway Road via Gate 15, Leighton Road, Irving Street, Pennington Street, Yee Wo Street, Hennessy Road, Queensway (westbound carriageway), across Queensway to enter into Rodney Street (southbound carriageway), via Harcourt Road (westbound carriageway), U-turn at Far East Finance Centre to Harcourt Road (eastbound carriageway), turn to northern pavement of Harcourt Road, western pavement of Tim Mei Avenue to the venue of the meeting at the Designated Public Activity Area of Tim Mei Avenue.
The event organiser will divide the Central Lawn of the park into four zones to enable participants to enter and set off from the Central Lawn smoothly and orderly.
Participants who wish to enter Central Lawn from Tin Hau are suggested to enter through the Hing Fat Street Car Park entrance near Gate 14, along East Boulevard and North Boulevard to the Central Lawn, or from Causeway Bay through Gate 7, along West Boulevard and North Boulevard to the Central Lawn. Members of the public attending the Exhibition can enter the venue via Gates 6 or 7 in Causeway Bay or via Gate 15 in Tin Hau (See Diagram A).
The procession will commence at 3pm or when the participants have occupied about 85 per cent of the Central Lawn. Participants will depart from the Central Lawn via Exits 1 and 2, and move along the South Boulevard of the Park and the passageway in between the basketball courts, then leave the Park via Gate 15, cross the road to westbound Causeway Road and start the procession.
After the procession starts, participants who wish to enter Central Lawn from Causeway Bay should enter through Gate 7, along West Boulevard and North Boulevard to the Central Lawn. For entry from Tin Hau, access should be made through the East Boulevard and North Boulevard, via the Hing Fat Street Car Park Entrance near Gate 14.
For members of the public attending the Exhibition, they can enter the venue via Gates 6 or 7 in Causeway Bay. As Gate 15 will be reserved for use by the procession, they can also enter the venue from Gate 14 on Hing Fat Street, Tin Hau (See Diagram B) .
As Gate 14 on Hing Fat Street is one of the main accesses to Exhibition, Police will carry out tidal flow crowd safety management measure at the basketball courts near Gate 14 during the public meeting/ procession. When the procession is passing the basketball courts, participants should give way to the Exhibition attendants when necessary.
On the event day, there will be clear signage displayed in the Park. Exhibition attendants or participants going to the public meeting/ procession should follow the directions given by Police officers on site or event marshals and pay attention to the signage displayed in the vicinity. To facilitate the public to enter the venues, the Police will implement crowd safety management measures, including tidal flow crowd management measures, and setting of segregation points and buffer zones, to properly manage pedestrian flow and separate the two groups of people. Appropriate crowd safety management measures will also be implemented at Tin Hau and Causeway Bay, depending on the prevailing situation. If necessary, the Police will arrange for the participants to queue up and wait in Tin Hau and Causeway Bay area to ensure that they could enter the Park in a safe and orderly manner.
The procession will proceed along the westbound carriageway of the procession route and the eastbound and westbound tram lanes along Yee Wo Street, Hennessy Road and Queensway. The eastbound carriageway will be used as emergency vehicles access and used by other road users.
Members of the public heading to Admiralty, Wan Chai, Causeway Bay and Tin Hau are encouraged to use public transport. They should follow the directions given by Police officers on site or event marshals and pay attention to the temporary signage displayed in the vicinity. Police will make full effort to facilitate the events.
The road crossing zones outside SOGO Department Store and Paterson Street crossing will be temporarily closed during the procession. Past experience has shown that many procession participants jammed in the main procession departing from the Park by crossing Yee Wo Street at these two points, causing obstruction and delay to the main procession from Victoria Park. Moreover, this affects the traffic at the eastbound carriageway and its role as emergency vehicles access, bringing risks to public safety and public order. Procession participants are requested not to jam in at these two points. People who intend to cross Yee Wo Street can use the subway of MTR Causeway Bay Station, Sugar Street footbridge and Percival Street footbridge.
Participants who wish to leave upon arriving or during the meeting may leave the venue in the Designated Public Activity Area of Tim Mei Avenue in various directions towards Admiralty or Wan Chai. They should pay attention to the announcement made by the organiser and follow the instructions given by the police and event marshals for a safe departure (See Diagram C).
It is the policy of Police to endeavour to facilitate all lawful public order events, Police will take measures to ensure public safety and public order. Police wish to co-operate closely with the organisers in order to facilitate a safe and orderly procession.
Police appeal to the event participants to remain calm and be considerate, as well as to express their views in a peaceful manner.
Special traffic arrangements

A. Road closure
The following roads will be closed from 1.30pm or when necessary:
- The u-turn slip road between southbound and northbound Gloucester Road under Tai Hang Road flyover;
- Sugar Street;
- If necessary, Great George Street;
- If necessary, Paterson Street;
- If necessary, Kingston Street;
- If necessary, Southbound Gloucester Road between Victoria Park Road flyover and Causeway Road; and
- If necessary, Cleveland Street.
The following roads will be closed from 2.30pm or when necessary:
- Jardine's Bazaar;
- Tang Lung Street;
- Canal Road East between Russell Street and Hennessy Road;
- Canal Road West between Sharp Street West and Hennessy Road;
- Wan Chai Road between Canal Road West and Morrison Hill Road; and

B. Traffic diversions
The following traffic diversions will be implemented from 1.30pm or when necessary:
- Traffic along southbound Gloucester Road cannot turn right to northbound Gloucester Road under Tai Hang Road flyover;
- Traffic along eastbound Yee Wo Street cannot turn left to Sugar Street;
- If necessary, traffic along northbound Tai Hang Road flyover cannot turn left to westbound Kingston Street;
- If necessary, traffic along southbound Paterson Street must turn left to eastbound Kingston Street;
- If necessary, traffic along southbound Cleveland Street cannot turn right to westbound Kingston Street;
- If necessary, traffic along westbound Gloucester Road service road cannot turn left to southbound Paterson Street and southbound Cleveland Street;
- If necessary, traffic along the slip road leading from westbound Victoria Park Road cannot turn to Cleveland Street; and
- If necessary, traffic along southbound Victoria Park Road flyover must turn right to westbound Gloucester Road service road.
The following traffic diversions will be implemented from 2.30pm or when necessary:
- Traffic along Pennington Street cannot turn left to Jardine's Bazaar;
- Traffic along westbound Hennessy Road cannot turn left to southbound Canal Road East;
- Traffic along westbound Russell Street must turn left to southbound Canal Road East;
- Traffic along northbound Canal Road West near Sharp Street West will be diverted to the up-ramp leading to northbound Canal Road flyover;
- Traffic along eastbound Sharp Street West will be diverted to the up-ramp leading to northbound Canal Road flyover;
- Traffic along eastbound Sharp Street West cannot turn left to northbound Bowrington Road;
- Traffic along northbound Bowrington Road must turn right to eastbound Sharp Street West; and

The following traffic diversions will be implemented from 2.45pm or when necessary:
- Traffic from westbound King's Road must turn left to southbound Tung Lo Wan Road or turn right to northbound Hing Fat Street;
- Traffic along eastbound Tung Lo Wan Road between Moreton Terrace and St Paul's Hospital will be re-routed to westbound;
- Traffic along westbound Tung Lo Wan Road cannot enter Moreton Terrace;
- Traffic along westbound Tung Lo Wan Road east of Moreton Terrace can turn to the re-routed westbound Tung Lo Wan Road;
- Traffic along southbound Tung Lo Wan Road cannot turn left to the re-routed westbound Tung Lo Wan Road;

- If necessary, traffic along southbound Cotton Tree Drive will be diverted to southbound Cotton Tree Drive flyover, except for franchised buses;
- If necessary, traffic along Lung Wo Road cannot enter Tim Wa Avenue, except for vehicles heading for the Chief Executive’s Office and Central Government Offices car park; and
- If necessary, traffic along Lung Wo Road cannot enter southbound Edinburgh Place.
The following traffic diversions will be implemented when necessary:
- Traffic along northbound Tai Hang Road flyover must go straight to northbound Victoria Park Road flyover leading to westbound Gloucester Road;
- Traffic along westbound Gloucester Road service road cannot turn left to southbound Percival Street;
- Traffic along eastbound Causeway Road cannot turn left to northbound Hing Fat Street; and
- Traffic along westbound King's Road cannot turn right to northbound Hing Fat Street.
C. Suspension of on-street parking spaces
All on-street parking spaces on Tung Lo Wan Road will be suspended from noon until the crowd has dispersed and the roads are re-opened.
All on-street parking spaces, motorcycle parking spaces and disabled parking spaces on eastbound Lung Wui Road opposite to CITIC Tower will be suspended from noon to 11.59 pm.
D. Suspension of car parks
All parking spaces of Hing Fat Street Car Park will be suspended from 10.30am until the crowd has dispersed and the roads are re-opened.
Disabled parking spaces on northbound Gloucester Road near Sugar Street will be suspended from 10.30am until the crowd has dispersed and the roads are re-opened.
During the road closure period, vehicles will not be allowed to enter or leave car parks on the closed roads.
Any vehicles found illegally parked within the precincts of the special traffic arrangements will be towed away without prior notice and may be subject to multiple ticketing.
(2) Fireworks display
Police will implement crowd safety management measures and special traffic arrangements on both sides of Victoria Harbour to facilitate members of the public to watch the fireworks display to celebrate the 20th Anniversary of the Establishment of the Hong Kong Special Administrative Region.
Kowloon

Crowd safety management measures

Police will implement crowd safety management measures in Yau Tsim District and Hung Hom Waterfront Promenade in the evening of July 1, including pedestrianising roads in Tsim Sha Tsui and Hung Hom Waterfront Promenade in phases.
Depending on the prevailing crowd situation, Police will adopt safety measures within the pedestrianised area, including the closure of pedestrian subways and putting up of barriers. One-way flow will also be applied in the vicinity of the waterfront promenade and crowded footbridges. If necessary, restrictions will be put into force by MTR Corporation on the access to MTR stations.
The vicinity of the Hong Kong Cultural Centre and the Clock Tower are popular vantage points. When these areas are saturated, spectators will be diverted to Tsim Sha Tsui East or other areas.
In addition, there are construction work at Tsim Sha Tsui MTR Station Exit D1 at Nathan Road near Carnarvon Road, construction sites of Express Railway Link and Xiqu Centre at Austin Road West, and maintenance work in Salisbury Garden, the Avenue of Stars and the Hong Kong Museum of Art. Relevant government departments have erected hoardings and barriers to seal off the areas concerned with notices displayed. Members of the public should not enter the construction sites nor climb or lean against the hoardings for the sake of safety.
Police appeal to the public to follow the instructions given by Police officers and take heed of notice signs and broadcasts at scene. To avoid causing obstruction or potential danger in crowded area, members of the public are also urged not to use snow or aerosol spray or conduct street performance.

3. Star Ferry Bus Terminus.
The following traffic diversions will be implemented:
All franchised buses and GMBs cannot enter southbound Kowloon Park Drive.
C. Phase Three (from 7pm onwards)
Kin Wan Street will be closed. Traffic along Hung Luen Road cannot turn to Kin Wan Street.
D. Phase Four (from 8pm onwards)
The following roads will be closed:
1. Northbound Nathan Road between Jordan Road and Bowring Street;
2. Southbound Nathan Road between Jordan Road and Granville Road;
3. Pine Tree Hill Road;
4. Carnarvon Road between Kimberley Road and Granville Road;
5. Shun Yee Street;
6. Granville Circuit;
7. Northbound Chatham Road South between Observatory Road and Granville Road;
8. Bowring Street between Pilkem Street and Nathan Road;
9. Tak Shing Street between Nathan Road and Tak Hing Street;

E. Contingency plan
The following roads will be closed when necessary:
1. Austin Road West between Canton Road and Nga Cheung Road;
2. Nga Cheung Road flyover between podium level Private Road (North) of MTR Kowloon Station and its exit on Austin Road West;
3. Nga Cheung Road between ground level Station Perimeter Road (South) of MTR Kowloon Station and Austin Road West;
4. Hung Luen Road between Wa Shun Street and Hung Lok Road; and
5. Oi King Street.
The following traffic diversions will be implemented when necessary:
1. Traffic along northbound Canton Road cannot turn left to westbound Austin Road West;
2. Traffic along westbound Austin Road cannot go straight to Austin Road West;
3. Traffic along southbound Nga Cheung Road must turn left to eastbound Station Perimeter Road (South) of MTR Kowloon Station;
4. Traffic along westbound Station Perimeter Road (South) of MTR Kowloon Station must turn right to northbound Nga Cheung Road;
5. Traffic along southbound Nga Cheung Road flyover must turn left to eastbound podium level Private Road (North) of MTR Kowloon Station;
6. Traffic along westbound podium level Private Road (North) of MTR Kowloon Station must turn right to northbound Nga Cheung Road flyover;

F. Hotel access
Vehicular access to and from hotels within the affected area will not be permitted during the road closure period. Vehicles bearing a hotel logo will only be allowed to drop off passengers at the following locations before the road closure implementation:
- The junction of Kowloon Park Drive and Peking Road; and
- The junction of Chatham Road South and Mody Road.
G. Car park access
Car parks in the affected areas will be closed at the same time when the respective phase of road closure commences and will remain closed as long as the road closure is effective.
H. Suspension of on-street parking spaces
All on-street parking spaces in the southern area of Tsim Sha Tsui (south of Austin Road and Cheong Wan Road) will be suspended from 3pm on July 1 to 3am the following day. All illegally parked vehicles will be towed away.

The slip road leading from Garden Road to the office of World Wide Fund for Nature Hong Kong outside Peak Tram Lower Terminus will be closed from 1pm to 10pm, except for franchised buses.

1. The uphill section of Stubbs Road beyond Stubbs Road roundabout will be closed to all goods vehicles with a gross weight exceeding 5.5 tonnes;
2. All uphill traffic along Peak Road towards Harlech Road, Lugard Road and Mount Austin Road will be diverted downhill via the slip road beside the car park entrance at the Peak Galleria, except for residents’ vehicles or vehicles with permit;
3. Lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout, and Magazine Gap Road between Peak Road and May Road will be suspended;
4. Northbound Peak Road beyond the car park entrance at the Peak Galleria will be closed, except for residents’ vehicles; and
5. Barker Road will be closed, except for residents’ vehicles.

3. Loading and unloading area outside Central Ferry Piers No.7, 8 and 9;

B. Road closure and traffic diversions during the display
Traffic on westbound Island Eastern Corridor between Victoria Park Road and Man Hong Street will be diverted from 7.45pm, except for franchised buses:
1. Traffic along westbound Island Eastern Corridor will be diverted to Man Hong Street; and
2. Slip roads leading to westbound Island Eastern Corridor from Healthy Street Central and Tong Shui Road will be closed.
C. Arrangements after the fireworks display
To facilitate the dispersal of the crowd after the fireworks display, the following roads will be closed 15 minutes before the completion of the display:
1. Fleming Road between Gloucester Road and Hennessy Road;
2. Lockhart Road and Jaffe Road between Percival Street and Luard Road;
3. Stewart Road;
4. O’Brien Road;
5. Tonnochy Road and Marsh Road between Gloucester Road and Hennessy Road;
6. Canal Road West and Canal Road East between Gloucester Road and Hennessy Road;
7. If necessary, Percival Street between Lockhart Road and Gloucester Road;
8. If necessary, westbound Gloucester Road service road between Percival Street and Canal Road East; and
9. Southbound Luard Road between Gloucester Road and Jaffe Road.
D. Suspension of parking spaces
1. All parking spaces on the slip road outside Peak Tram Lower Terminus will be suspended from 1pm to 10pm;
2. All parking spaces on the following locations will be suspended from 4pm to 10pm:
- Lung King Street;
- Hung Hing Road;
- Expo Drive East;
- Lung Wui Road;
- Gloucester Road service road;
- Stewart Road between Jaffe Road and Gloucester Road service road;
- Marsh Road between Hennessy Road and Lockhart Road;
- Jaffe Road and Lockhart Road between Percival Street and Luard Road; and
3. All parking meters at Victoria Peak Garden on Mount Austin Road will be suspended from 6pm to 10pm.
E. Suspension of car parks
Vehicles parked in car parks within the above closed areas at Wan Chai and Central will not be permitted to leave the car parks during the road closure until the roads are re-opened for traffic.
The car parks on westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice if necessary.
Actual implementation of the crowd safety management measures and traffic arrangements will be made depending on traffic and crowd conditions in the areas. Members of the public are advised to exercise tolerance and patience and take heed of instructions of the Police on site.
