The Civil Engineering and Development Department (CEDD) today (May 2) launched a two-month interim public consultation exercise for the Detailed Feasibility Study (DFS) for an Environmentally Friendly Linkage System (EFLS) for Kowloon East to collect public views on the two elevated transport modes recommended under the first stage of the Study, i.e. the automated people mover and the monorail. Members of the public are welcome to participate.

     The CEDD conducted a two-stage public consultation exercise between early 2012 and early 2014 on a 9-kilometre elevated monorail system with 12 stations proposed under the preliminary feasibility study of the EFLS for Kowloon East. The public generally support the enhancement of connectivity of the Kai Tak Development Area, Kowloon Bay and Kwun Tong districts through the EFLS to facilitate the transformation of Kowloon East into another core business district. On the other hand, there were diverse views on the adoption of the proposed elevated monorail system as the EFLS. Some expressed concerns about the alignment and coverage of the system as well as the impacts on the Kwun Tong Typhoon Shelter. The CEDD commenced the DFS in October 2015 to further study the various public concerns and develop the proposal in detail.

     The DFS is being conducted in two stages. The first stage, which has been completed, evaluated various green transport modes and recommended the two elevated transport modes (i.e. the automated people mover and the monorail) as most suitable for enhancing the connectivity of Kowloon East. On the second stage, proposals will be made in respect of the EFLS's alignment, coverage and impacts on the Kwun Tong Typhoon Shelter.

     The interim consultation exercise is being held from today until July 2. During the exercise, consultations with various statutory bodies, professional institutions, transport operators and concern groups will be conducted. Also, a public forum will be held on May 27.
