Transfer of non-clinical support services between two clusters

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) Board discussed at its Administrative and Operational Meeting today (March 23) the progress of the cluster boundary re-delineation exercise between Kowloon Central Cluster (KCC) and Kowloon West Cluster (KWC). With effect from April 1, KWC will formally transfer its non-clinical support services, including human resources, finance, business support, facilities management and information technology, to KCC.
 
     The HA Director (Cluster Services), Dr Cheung Wai-lun, said that with the cluster boundary re-delineation exercise entering a new stage next month, the budgets and manpower of three public hospitals, namely Kwong Wah Hospital, Tung Wah Group of Hospitals Wong Tai Sin Hospital and Our Lady of Maryknoll Hospital, together with the related service units in the districts concerned, will be transferred to KCC from April 1 as the three hospitals and the service units concerned have already been regrouped from KWC to KCC since December last year.
 
     "Those non-clinical support services that have all along been provided by KWC during the transitional period will also be taken over by KCC. The existing clinical services arrangement for patients will remain unchanged. The reorganisation of clinical services would proceed in phases after April 1 upon readiness of the supporting functions and infrastructure as well as after thorough deliberations," Dr Cheung said.
 
     The re-delineation of the cluster boundary between KCC and KWC is one of the recommendations in the HA Action Plan in response to the Steering Committee on Review of HA. A Steering Group on the re-delineation and review of cluster boundaries was set up by the HA to lead the implementation. Sub-groups on various functions and supporting services were also formed to identify issues concerning the re-delineation exercise and suggest resolutions as well as work out the details of the implementation plan. Members of the public will be kept informed in due course of the latest progress and development on the implementation of re-delineation of the cluster boundary between KWC and KCC.
