Second phase of new vehicle emission test fee to begin on February 1

The Government will increase the vehicle emission test fee on February 1. Details of the revised fees are set out in the Annex.
A Government spokesman said today (January 12) that if a vehicle is found to have excessive emissions while on the road, the Environmental Protection Department will issue an Emission Testing Notice to the vehicle owner under Section 77B of the Road Traffic Ordinance (Cap 374). The owner will then be required to have the motor vehicle tested at a Designated Vehicle Emission Testing Centre (DVETC), for the purpose of ascertaining whether the vehicle complies with vehicle emission standards. The vehicle owner will pay the DVETC a fee as specified in Schedule 10 of the Ordinance.
In July 2015, the Legislative Council approved the amended Road Traffic Ordinance (Amendment of Schedule 10) Order 2015 to increase in two phases the fee for testing the emissions of vehicles at a DVETC. On August 1, 2015, the vehicle emission test fee of $310 at that time was adjusted for the first phase of the fees. The second phase will be implemented on February 1, 2017.
The Government spokesman said that vehicle owners should repair and properly maintain their vehicles in a timely way to avoid causing excessive emissions. The fee increase will not affect vehicle owners who properly maintain their vehicles.
