Consultation on proposed amendments to United Nations (Anti-Terrorism Measures) Ordinance

The Hong Kong Special Administrative Region has a number of legislations in place to deal with terrorism-related offences. Among them, the UNATMO was enacted to implement United Nations Security Council Resolution (UNSCR) 1373 and certain recommendations of the Financial Action Task Force (FATF) on counter-financing of terrorism (CFT).
In September 2014, the United Nations Security Council passed UNSCR 2178 regarding foreign terrorist fighters. Having regard to the mandatory requirements in UNSCR 2178 and the FATF's recent recommendations on the CFT implementation in Hong Kong, amendments have to be made to the UNATMO. Details are set out in the document available on the website of the Security Bureau at www.sb.gov.hk/eng/special/consultation/unatmo.htm.
Views on the proposals should be submitted by post to the Security Bureau at 10/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, or by fax to 2524 3762 or by email to unatmo_consult@sb.gov.hk, on or before March 3, 2017.
