Education Bureau invites expressions of interest for developing Specification of Competency Standards-based Training Packages under Qualifications Framework

     The Education Bureau (EDB) today (August 5) invited expressions of interest through the Qualifications Framework Secretariat (QFS) from organisations interested in participating in the 2016-17 tendering exercise to develop Specification of Competency Standards (SCS)-based Training Packages.

     A spokesman for the Education Bureau said, "Under the Qualifications Framework (QF), Industry Training Advisory Committees (ITACs) are tasked, among other roles, to draw up SCS of their respective industries. SCS specifies the competency standards at various levels under various functional areas of an industry. To enable more education and training providers as well as the human resources or training departments of enterprises to make use of SCS effectively in developing training programmes that meet the needs of the industries, the ITACs concerned will select those job functions with pressing needs, and then match the relevant Units of Competency under SCS as the basis for development of Training Packages. The drafting work will be done by suitable organisations selected through a tendering process. As a first step, the EDB would like to invite interested organisations to express their interest in participating in the tendering exercise."
 
     An SCS-based Training Package is an integrated set of learning contents, assessment guidelines and support and reference materials developed out of SCS in alignment with the competence requirements of a job function of an occupation in an industry, which can assist enterprises and course providers to develop SCS-based courses to address the training needs of an industry.
 
     So far 21 industries/sectors have set up their ITACs, covering about 53 per cent of the total workforce in Hong Kong. Among them, 18 ITACs have completed drawing up at least one set of SCS. Six of them have completed or are close to completing the first set of SCS-based Training Packages under the 2014-15 round of development. For the 2016-17 round, there will be two ITACs (i.e. Banking and Electrical & Mechanical Services) taking part in the development of SCS-based Training Packages.

     Interested organisations can refer to the expression of interest reply form and relevant information available at the dedicated webpage on the QF website (www.hkqf.gov.hk/en/scs/scs_training_packages/index.html) and they are required to return the completed form to the QFS at 16/F, VTC Tower, 27 Wood Road, Wan Chai, Hong Kong, or by fax to 3106 2035 or email to hkqf@edb.gov.hk on or before August 26, 2016.
