Senior appointments (with photos)

     The Government announced today (April 25) the following senior appointments:

(a) Mr Leslie Tang Wai-kong, Deputy Commissioner for Census and Statistics, will succeed Mrs Lily Ou-Yang as Commissioner for Census and Statistics with effect from May 11, 2014. Mrs Ou-Yang will proceed on pre-retirement leave on the same day after 38 years of service; and

(b) Ms Ada Leung Ka-lai, Deputy Director of Intellectual Property, will succeed Mr Peter Cheung Kam-fai as Director of Intellectual Property with effect from May 15, 2014. Mr Cheung will proceed on pre-retirement leave on the same day after nearly 40 years of service.

     Commenting on the appointments of Mr Tang and Ms Leung, Secretary for the Civil Service, Mr Paul Tang, said, "The appointees have proven leadership and administrative skills, as well as profound professional knowledge and broad operational experience. I am confident that they will be able to lead the respective departments to meet the challenges ahead and continue to deliver quality service to the community."

     On the retirement of Mrs Ou-Yang, Mr Tang said, "Mrs Ou-Yang has served with commitment in the Civil Service throughout the years. As the Commissioner for Census and Statistics, Mrs Ou-Yang has made sustained efforts in enhancing the professional service of the department. Her leadership in reviewing the operations of the department to ensure the quality of statistical work is commendable. We sincerely wish her a happy retirement."

     On the retirement of Mr Cheung, Mr Tang said, "Mr Cheung has served with dedication in the Civil Service throughout the years. As the Director of Intellectual Property, Mr Cheung has led the department to deliver quality patent, trademark, and designs registration services to the public. He has also devoted sustained efforts in the review of the patent system and promoting intellectual property trading in Hong Kong. We sincerely wish him a happy retirement."

     Brief biographical notes on the four officers are set out below:

Mrs Lily Ou-Yang

     Aged 59, Mrs Ou-Yang joined the Government in October 1975 as an Executive Officer II. She was appointed as a Statistician in September 1976. She was promoted to Senior Statistician in May 1983, to Assistant Commissioner for Census and Statistics in June 1998 and to Deputy Commissioner for Census and Statistics in March 2011. She has been Commissioner for Census and Statistics since September 2011.

Mr Leslie Tang Wai-kong

     Aged 56, Mr Tang joined the Government in September 1981 as a Statistician. He was promoted to Senior Statistician in December 1990, to Assistant Commissioner for Census and Statistics in March 2007 and to Deputy Commissioner for Census and Statistics in March 2012.

Mr Peter Cheung Kam-fai

     Aged 59, Mr Cheung joined the Government in May 1974 as a Housing Assistant and later as a Land Executive. He was appointed as an Assistant Crown Counsel in August 1985. He was promoted to Assistant Director of Intellectual Property in December 1992 and to Deputy Director of Intellectual Property in August 1998. He has been Director of Intellectual Property since April 2011.

Ms Ada Leung Ka-lai

     Aged 53, Ms Leung joined the Government in September 1983 as an Executive Officer II. She was appointed as an Assistant Crown Counsel in July 1990. She was promoted to Assistant Director of Intellectual Property in June 2002 and to Deputy Director of Intellectual Property in June 2012.
