The Commissioner of Correctional Services, Mr Sin Yat-kin (fifth left), and the Chairman of the Committee on Community Support for Rehabilitated Offenders, Mr Herman Hui (fifth right), close a time capsule after other officiating guests placed souvenirs with blessings into it.
