Public hearing on domestic pay television programme service of TVB Pay Vision Limited

The following is issued on behalf of the Broadcasting Authority:

     To engage the public in the consultation for the renewal of the domestic pay television programme service licence of TVB Pay Vision Limited (TVBPV), the Broadcasting Authority (BA) will hold a public hearing on August 31 (Wednesday).

     The licence of TVBPV (formerly known as Galaxy Satellite Broadcasting Limited) commenced on February 23, 2001, and will expire on February 23, 2013. Pursuant to Sections 11(3) and 11(4) of the Broadcasting Ordinance (Cap. 562), the licence may be renewed for a period of six years or more and the BA shall conduct a public hearing and submit recommendations to the Chief Executive in Council (CE in C).

     The public hearing will be held at the Leighton Hill Community Hall from 7pm to 9pm on August 31. Members of the public may call 2594 5926 or visit the website of the BA at www.hkba.hk for details and registration starting from tomorrow (August 24).

     To assist the public to give views on different areas of TVBPV's performance, the BA has published an information booklet containing summaries of the current programming and advertising requirements for domestic pay television programme service, the licensee's service and complaints records, etc.

     Members of the public can collect the information booklet at district offices of the Home Affairs Department starting from tomorrow. They can also visit the BA website (www.hkba.hk) for details.

     Apart from the public hearing, written comments on the domestic pay television programme service of TVBPV are invited and can be sent to the BA by post to 39/F, Revenue Tower, 5 Gloucester Road, Wan Chai; by fax to 2507 2219; or by e-mail to ba@tela.gov.hk. The deadline for submissions is September 23.

     As an independent statutory body that regulates broadcasting service in Hong Kong, the BA will evaluate TVBPV's performance against various statutory requirements as well as requirements under the licence and the codes of practice, and take into account public views before making recommendations to the CE in C on the renewal of TVBPV's licence.
