LegCo to Debate Urging the Central Government not to Interfere in the HKSAR's Internal Affairs

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council will hold a meeting this Wednesday (December 20) at 11am in the Chamber of the Legislative Council Building. During the meeting, Members will debate a motion on urging the Central Government not to interfere in the HKSAR's internal affairs.

     The motion, to be moved by Hon Emily Lau, states: "That this Council urges the Central Government not to interfere in the HKSAR's internal affairs, including the Chief Executive election, and urges the Administration to make every effort to defend the HKSAR's high degree of autonomy and Hong Kong people ruling Hong Kong under 'one country, two systems'."

     Hon Howard Young will move an amendment to Hon Emily Lau's motion.

     Members will also debate a motion on increasing the Government's share in the investment income of the Exchange Fund. The motion, to be proposed by Hon Howard Young, says: "That this Council urges the Government to revise the existing agreement between the Government and the Hong Kong Monetary Authority on the methodology for sharing the investment income of the Exchange Fund, so as to increase government revenue in this regard."

     Hon Chan Kam-lam will move an amendment to Hon Howard Young's motion.

     Meanwhile, Hon James To will move a resolution under the Interpretation and General Clauses Ordinance to extend the period for amending the Fugitive Offenders (Germany) Order and the Fugitive Offenders (Republic of Korea) Order, which were laid on the table of the Legislative Council on November 22, 2006, to the meeting of January 10, 2007.

     Hon Audrey Eu will also move a resolution under the Interpretation and General Clauses Ordinance to extend the period for amending the Air Pollution Control (Volatile Organic Compounds) Regulation, which was laid on the table of the Legislative Council on November 29, 2006, to the meeting of January 17, 2007.

     On Government motions, the Secretary for Health, Welfare and Food will move a resolution under the Pharmacy and Poisons Ordinance to seek the Council's approval to the Pharmacy and Poisons (Amendment)(No. 5) Regulation 2006 and the Poisons List (Amendment)(No. 5) Regulation 2006, which were made by the Pharmacy and Poisons Board on November 27, 2006.

     On bills, the Employment (Amendment) Bill 2006 and the District Councils (Amendment) Bill 2006 will be introduced into the Council for First and Second Readings; debates on the Bills will be adjourned.

     In the meantime, Hon Albert Ho will address the Council on the Protection of Children and Juveniles (Places of Refuge) (Amendment) Order 2006, the Places of Detention (Juvenile Offenders) Appointment (Consolidation) (Amendment) Order 2006, the Probation of Offenders (Approved Institution) (Consolidation) (Amendment) Order 2006, the Reformatory School (Establishment) (Consolidation) (Amendment) Order 2006, the Immigration (Places of Detention) (Amendment) Order 2006 and the Remand Home (Amendment) Rules 2006, which were laid on the table of the Legislative Council on November 1, 2006.

     During the meeting, Members will also ask the Government 20 questions on various policy areas, six of which require oral replies.
