Speech by CE at welcoming dinner for NPC Standing Committee Chairman (English translation) (with photo)

    Following is the English translation of a speech by the Chief Executive, Mr Donald Tsang, at a dinner to welcome the Chairman of the Standing Committee of the National People's Congress, Mr Wu Bangguo, tonight (December 2):

Chairman Wu, distinguished guests,

     It is a great honour to welcome the Chairman of the Standing Committee of the National People's Congress, Mr Wu Bangguo, to Hong Kong. On behalf of the SAR Government and all Hong Kong citizens, I extend our warmest regards to Chairman Wu.

     Chairman Wu last visited Hong Kong six years ago to officiate at the opening ceremony of the ITU Telecom Asia 2000 in his capacity as Vice-Premier.  Today, Chairman Wu has again come to Hong Kong to open an ITU expo - ITU TELECOM WORLD 2006.  This is the first time the International Telecommunication Union has staged its triennial expo in a city other than Geneva.  With the support of the Central People's Government, Hong Kong is delighted to be hosting this major international event and Chairman Wu will be an officiating guest at the opening ceremony.  This is another example of China's increasingly important international role.  The fact that this event is staged in Hong Kong has showcased our ability to organise large-scale, international events.  

     At ITU Telecom Asia 2000, Chairman Wu said that the Mainland would strengthen its communications infrastructure and expedite the opening up of its telecoms market.  Over the past six years, there have been tremendous developments in the Mainland's telecommunications industry.  This has spurred growth in other sectors.  The rise of China has attracted worldwide attention. And we are confident that Hong Kong can contribute to the Mainland's competitiveness as our country strives to meet the challenges of globalisation.

     The SAR Government and various sectors of the community are working towards this goal.  In September, I convened an Economic Summit on 'China's 11th Five-Year Plan and the Development of Hong Kong'.  We are exploring a number of far-reaching strategies with leaders from various sectors.  As the old saying goes: "With the wisdom of the masses, nothing will be unsuccessful."  We are now drawing up specific action plans.  Our aim is to strengthen and promote Hong Kong's leading status as an international financial, trade and shipping centre, and to participate in and foster our country's development.

     Chairman Wu's presence has demonstrated the Central Government's care of, and support for, Hong Kong.  Chairman Wu, let me once again extend our warmest welcome and heartfelt gratitude to you.
