EMB welcomes dismissal of judicial review of IMC legislation

    The Education and Manpower Bureau welcomed today's (November 23) High Court dismissal of the Catholic Diocese's judicial review, confirming that the provisions of the Education Ordinance requiring aided schools to set up an incorporated management committee (IMC) were not inconsistent with the Basic Law of the Hong Kong Special Administrative Region.

     It has been a global trend for stakeholders of schools to participate in school management. With the setting up of IMC, teachers, parents, alumni and independent members can truly participate in devising school policies. This can enhance the transparency and accountability of school management and enable schools to effectively respond to the needs of students for their benefits.

     To help schools set up IMC, the bureau will continue to examine the practical needs of schools in the process of establishing and running IMC, and render the necessary support.
