HA awards contracts for remaining works at Shek Pai Wan and Fanling

The following is issued on behalf of the Housing Authority:

     The Housing Authority's (HA) Tender Committee today (May 11) awarded two building contracts for completing the remaining works for the Redevelopment of Shek Pai Wan Estate Phase 2 and Fanling Area 36 Phase 2 following the forfeiture of the previous contracts earlier this year.

     The two contracts will be awarded to different tenderers ﷿ Hanison Construction Co. Ltd for Redevelopment of Shek Pai Wan Estate Phase 2 and China State Construction Engineering (HK) Ltd for Fanling Area 36 Phase 2.  They are the highest scorers in each of the tender exercises.

     Remaining works at Redevelopment of Shek Pai Wan Estate Phase 2 comprise four 41-storey domestic blocks providing 2,398 flats together with pedestrian link including lift tower and footbridge.  The works should be completed in nine-and-a-half to ten months.

     At Fanling Area 36 Phase 2, remaining works comprise two 41-storey domestic blocks providing 1,598 flats, associated drainage and external works to be completed in 20 months and one refuse collection point and open carpark providing 112 parking spaces and estate road to be completed in 10 months.

     "The successful tenderers for both contracts are aware of the existing site conditions and potential problems in completing the contract within the contract period. They have adequate plant and labour resources to meet the tight construction programme," a spokesman for the HA said.

     "Both contracts require the contractors to employ at least 80 per cent of the sub-contractors employed in the previous building contracts," he said, adding that these sub-contractors are familiar with the site conditions to facilitate fast-tracking the construction progress.

     Meanwhile, the Authority's Building Committee at its meeting today also approved the $706.084 million revised project budget for the Shek Pai Wan Estate Phase 2 representing an increase of $58.029 million or 8.95 per cent over the previous approved budget and the $425.508 million revised project budget for the Fanling Area 36 Phase 2 representing an increase of $48.835 million or 12.96 per cent over the previous approved budget.

     The Tender Committee also endorsed the deletion of Dickson Construction Ltd. from HA's List of Building Contractors as the contractor had failed to comply with the contractual requirements on progress of works at these two sites and Fanling Area 36 Phase 1. Any application from the contractor for the inclusion into the List will not be considered in the coming five years.
