The Town Planning Board today (March 31) announced amendments to the approved Fanling/Sheung Shui Outline Zoning Plan (OZP).
The amendments mainly involve the rezoning of a site to the south of Tsung Pak Long from "Comprehensive Development Area" to "Residential (Group C)3" ("R(C)3"), an area to the east of the Shek Wu Hui Sewage Treatment Works from "Government, Institution or Community" to an area shown as 'River Channel', "Green Belt" and "Other Specified Uses" ("OU") annotated "Sewage Treatment Works" and an area to the west of Po Wan Road from "OU(Sewage Treatment Works)" to an area shown as 'River Channel'.
The amendments are mainly to reflect their as-built conditions. The annotation of Road D1 is deleted due to completion of the road works of Ching Hiu Road.
Opportunity is taken to update the Notes of the OZP in accordance with the revised Master Schedule of Notes to Statutory Plans. The amendments include revision to the definitions of "existing use" and "existing building" in the covering Notes; amendments to the Notes for the "Industrial" zone to delete the provisions for application for 'Educational Institution', 'Place of Entertainment' and 'Religious Institution' uses on the ground floor of a building; refinement to the specifications pertaining to 'Shop and Services (not elsewhere specified)' use in Column 2 of the Notes for the "Industrial" zone; deletion of 'Training Centre' use from Column 2 of the Notes for the "Industrial" zone; and refinement to the planning intention in the Notes for the "Open Space" zone to clearly set out that the space for recreational uses in this zone is public space.
Amendments have also been made to revise the Remarks of the Notes for the "Residential (Group C)" zone to include the development restrictions on land designated "R(C)3".
The draft Fanling/Sheung Shui OZP No. S/FSS/13, incorporating the amendments, is now available for public inspection during normal office hours until June 1, 2006 at the following locations:
* Secretariat of the Town Planning Board, 15/F, North Point Government Offices, 333 Java Road;
* Planning Enquiry Counter, 17/F, North Point Government Offices;
* Planning Enquiry Counter, 14/F, Sha Tin Government Offices, 1 Sheung Wo Che Road;
* Sha Tin, Tai Po and North District Planning Office, 13/F, Sha Tin Government Offices;
* North District Office, 3/F, North District Government Offices, 3 Pik Fung Road, Fanling;
* Fanling District Rural Committee, 3 Luen Fat Street, Luen Wo Hui, Fanling; and
* Sheung Shui District Rural Committee, 3 Po Wan Road, Sheung Shui.
Any person can make representations in respect of the amendments to the Secretary of the Town Planning Board on or before June 1, 2006. Representations made to the Board will be made available for public inspection.
