LegCo to debate on Appropriation Bill 2006

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council will hold a meeting this Wednesday (March 29) at 11am in the Chamber of the Legislative Council Building. During the meeting, Members will continue the Second Reading debate on Appropriation Bill 2006.

     If this Bill is supported by Members and receives its Second Reading, Hon James To will move two resolutions under Rule 69(3) of the Rules of Procedure of the Legislative Council of the Hong Kong Special Administrative Region to amend the Bill at the Committee Stage.

     The two resolutions, to be moved by Hon James To, resolve that "head 122 be reduced by $45,100,000 in respect of subhead 000." and "head 122 be reduced by $80,000,000 in respect of subhead 103".

     After going through the Committee Stage, the Bill will be read the third time.

     Members will also resume Second Reading debate on the Waste Disposal (Amendment) Bill 2005. If the Bill is supported by Members and received its Second Reading, it will then go through the Committee Stage and be read the third time.

     Meanwhile, the Copyright (Amendment) Bill 2006 will be introduced into the Council for First and Second Readings.  Debate on the bills will be adjourned.

     On the other hand, Secretary for Commerce, Industry and Technology will move a resolution under Hong Kong Export Credit Insurance Corporation Ordinance to resolve that the contingent liability of the Hong Kong Export Credit Insurance Corporation under contracts of insurance shall not at any time exceed the sum of $15,000 million.

     Secretary for Health, Welfare and Food will also move two separate resolutions under the Interpretation and General Clauses Ordinance to amend the Public Health (Animals and Birds) (Licensing of Livestock Keeping) (Amendment) Regulation 2006 and the Waste Disposal Ordinance (Amendment of Fourth Schedule) Notice 2006 laid on the table of the Legislative Council on February 8, 2006, aiming at the banning of backyard poultry keeping in Hong Kong.

     During the meeting, Members will ask the Government 20 questions on various policy areas and require written replies.
