UN to hear HKSAR's report under ICCPR in New York

    A 10-member Hong Kong Special Administrative Region Government (HKSARG) team will attend a United Nations (UN) hearing on HKSARG's second report under the International Covenant on Civil and Political Rights (ICCPR) in New York on March 20 and 21 (Monday and Tuesday).

     Permanent Secretary for Home Affairs, Mrs Carrie Lam, will lead the team with Solicitor General, Mr Robert Allcock, as her Deputy. The delegation also comprises officials from the Constitutional Affairs Bureau and the Security Bureau.

     The team will explain to the United Nations Human Rights Committee the contents of the HKSARG's report and answer the Committee's questions on the implementation of the Covenant in Hong Kong.

     "This is the second time the Committee has examined a report on Hong Kong since 1997. The first such occasion was in November 1999," the spokesman added.

     The HKSARG's report is posted on the Home Affairs Bureau's homepage at http://www.hab.gov.hk/en/publications_and_press_releases/reports.htm. Copies of the report are also available on request from the bureau.

     The ICCPR is one of the six major human right treaties that apply to Hong Kong and it has done so since 1976.
