Draft Pak Shek Kok (East) Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Pak Shek Kok (East) Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Pak Shek Kok (East) area," a spokesman for the Town Planning Board said today (January 13).

The Planning Scheme Area of the Pak Shek Kok (East) OZP, covering about 71.9 hectares of land, is located along the waterfront of Tolo Highway and to the north of Ma Liu Shui. It is bounded by Tolo Highway and the Kowloon-Canton Railway to its south-west and Tolo Harbour to its north-east.  

Three sites of about 22.4 hectares in total are zoned "Other Specified Uses" and designated for the Science Park, sewage pumping station uses and a pier. The Science Park is planned to provide accommodation to attract new technology-based firms and activities to Hong Kong and to stimulate the growth of locally-owned, technologically advanced businesses.  

The proposed residential developments in the area, about 9.4 hectares, are zoned "Residential (Group B)" with four sub-areas for medium-density private residential developments. In view of the environmental and infrastructural constraints, as well as to ensure compatibility with the surrounding areas, developments within each sub-zone are subject to specific plot ratio and height restrictions.  

Six sites totalling about three hectares are zoned "Government, Institution or Community" (GIC) in the area, including the existing Marine Science Laboratory of the Chinese University of Hong Kong, a refuse collection point and an electricity substation. Planned facilities include a primary school, a fire station cum ambulance depot and a fire tug pier in the northern part of the area. Local GIC facilities will also be provided in the residential and Science Park developments when detailed planning for the area proceeds.

A site of about 9.5 hectares in the central part of the area is zoned "Recreation" for recreational developments for the general public. The definite use on this zone will be subject to further study.

About 13.7 hectares of land in the area is zoned "Open Space" which is intended primarily for the provision of outdoor open-air public space for active and/or passive recreational uses serving the needs of local residents as well as the general public. The open spaces consist of a waterfront promenade together with a cycle track.

The approved Pak Shek Kok (East) OZP No. S/PSK/9 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of Planning Department, the Tai Po and North District Planning Office, relevant District Offices and Rural Committees.
