Police will implement crowd management and special traffic arrangements in Tsim Sha Tsui and Hung Hom to facilitate the public to celebrate Christmas.
Traditionally crowds are attracted to see the Christmas lightings along Park Lane, Canton Road, Centenary Garden, Star Ferry and the promenade.
As there are a number of road works on westbound Salisbury Road near Nathan Road and at the junction of Salisbury Road and Chatham Road, members of the public are advised not to attempt to climb or lean against the fence as the equipments in the sites may cause danger to them.
The public are advised not to carry metallic balloons into MTR stations or use the stations as meeting places so that a smooth passenger flow will not be disrupted.
A Police spokesman called on member of the public not to discharge aerosol spray in public places as such an act may constitute an offence of disorderly conduct under the Public Order Ordinance.
He added that spraying the oil-based paint in public places might constitute a criminal offence.
Members of the public are urged to follow the instructions given by Police officers when they are in crowded areas and should take heed of Police advice, posters and broadcast.
The following traffic arrangements will be implemented on December 24 in phases.
Closure of Hung Hom By-pass at 5 pm

1. The southbound carriageway of Princess Margaret Road Link and Hung Hom Bypass will be closed. All traffic will be diverted to keep right into southbound Hong Chong Road;
2. The 'C' loop from Chatham Road North turning left into Hung Hom Bypass will be closed. All traffic will be diverted into southbound Hong Chong Road;
3. Traffic from Hung Hom Road will be directed off the Hung Hom By-pass to the roundabout at Cheong Tung Road South;
4. All traffic on eastbound Metropolis Drive will not be permitted to turn right into Princess Margaret Road Link Hung Hom By-pass westbound;
5. Mody Lane will be closed. All traffic on eastbound Salisbury Road cannot turn left into northbound Mody Lane;
6. Traffic on westbound Mody Road will not be allowed to turn left into southbound Mody Lane;
7. Hung Hom Bypass Eastbound outside Empire Centre will be closed;
8. Traffic on eastbound Salisbury Road outside Hotel Nikko will not be allowed to turn right to the lead-way into westbound Salisbury Road; and
9. Salisbury Elevated Road southbound (near International Mail Centre) and Hong Wan Path will be closed.
Bus Diversion at 5.30 pm

1. All franchised buses on southbound Nathan Road heading towards Tsim Sha Tsui will be diverted into Public Square Street and westbound Jordan Road;
2. Southbound Kowloon Park Drive at its junction with Canton Road will be restricted for the use of franchised buses only. Limited vehicular access such as hotel vehicles may be allowed under police escort;
3. Northbound traffic on Kowloon Park Drive will not be allowed to turn left into southbound Canton Road;
4. Westbound traffic on Middle Road will not be allowed to turn left into the southbound carriageway of Kowloon Park Drive;
5. All franchised buses along southbound Chatham Road South will be diverted into eastbound Granville Road where a temporary bus terminus will be provided;
6. Granville Road east of Chatham Road South will be re-routed one-way eastbound and restricted to franchised buses and public light buses only;
7. Traffic on Science Museum Road will not be allowed to turn into Granville Road; and
8. Granville Square will be closed.
Pedestrianisation at 6 pm

The following road closures and traffic diversions will be implemented during pedestrianisation:
1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed access to the China Hong Kong City terminus or directed to make a U-turn to northbound Canton Road at its junction with Kowloon Park Drive;
2. The northbound carriageway of Kowloon Park Drive, a section of Salisbury Road between Canton Road and Kowloon Park Drive, and the Star Ferry will be restricted to franchised buses only;
3. Haiphong Road, Ichang Street, Peking Road, Middle Road, Ashley Road, Hankow Road and Lock Road will be closed;
4. A section of Salisbury Road between Kowloon Park Drive and Chatham Road South will be closed;
5. Northbound carriageway of Nathan Road between Bowring Street and Salisbury Road will be closed;
6. A section of the southbound carriageway of Nathan Road between Granville Road and Salisbury Road will be closed. All southbound traffic will be diverted into Granville Road towards Chatham Road South;
7. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed one-way eastbound. Traffic on northbound Carnarvon Road cannot turn left into westbound Granville Road;
8. Traffic along northbound Carnarvon Road cannot turn left into westbound Kimberley Road;
9. Cameron Road will be closed. Traffic on Chatham Road South cannot turn into Cameron Road;
10. Carnarvon Road south of its junction with Granville Road, Hau Fook Street, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, Mody Road (between Nathan Road and Chatham Road South), Hanoi Road, Bristol Avenue, Minden Row, Blenhiem Avenue and Minden Avenue will be closed;
11. The northbound carriageway of Chatham Road South between Salisbury Road and Granville Road will be closed;
12. The southbound Chatham Road South, south of Mody Road will be closed. Traffic will be diverted into eastbound Mody Road to Science Museum Road;
13. A section of Mody Road between Chatham Road South and Science Museum Road will be re-routed one-way eastbound. Traffic on Science Museum Road cannot turn into Mody Road;
14. Kin Wan Street will be closed; and
15. Science Museum Path will be closed. Traffic on Hong Tat Path cannot turn into Science Museum Path.
Pedestrianisation of Star Ferry Bus Terminus

Star Ferry Bus Terminus will be pedestrianised when situation warrants:
1. Access of franchised buses to the Star Ferry Bus Terminus via southbound Kowloon Park Drive will be prohibited. All buses will be directed to make a U-turn at the junction of Canton Road and Kowloon Park Drive. Temporary bus stops will be located along Canton Road between Austin Road and the China Hong Kong City; and
2. All remaining buses will be directed to leave the terminus via northbound Kowloon Park Drive.
Pedestrianisation of Tsim Sha Tsui area

Police may further pedestrianise Tsim Sha Tsui area if required.
Road closures and traffic diversions will be as follows:
1. A section of Nathan Road between Jordan Road and Austin Road will be closed to traffic. Traffic along southbound Nathan Road will be diverted into Jordan Road. Bowring Street east of Pilkem Street will be closed to traffic. Traffic along westbound Jordan Road cannot turn left into southbound Nathan Road;
2. Southbound Nathan Road, south of Austin Road, will be closed to traffic. Vehicles on Austin Road are not allowed to turn right into southbound Nathan Road;
3. Pine Tree Hill Road and Hillwood Road will be closed to traffic;
4. Traffic along eastbound Austin Road will be prohibited to turn right into Austin Avenue;
5. A section of Kimberley Road between Nathan Road and Observatory Road, Kimberley Street, Shun Yee Street, Granville Road, Granville Circuit, Carnarvon Road will be closed to traffic. Vehicles on Observatory Road are not allowed to turn into Kimberly Street;
6. The northbound carriageway of northbound Chatham Road South up to its junction with Observatory Road will be closed to traffic;
7. The southbound carriageway of Chatham Road South between Cheong Wan Road and Granville Road will be restricted to franchised buses and public light buses only. Other traffic along southbound Chatham Road South will be diverted into Austin Road and Cheong Wan Road;
8. The southbound carriageway of Chatham Road South south of Granville Road will be closed. It will be retained as an access route for emergency vehicles; and
9. Mody Road and Mody Square will be closed.
Emergency Access

Southbound Kowloon Park Drive, southbound Chatham Road South, Hung Hom Bypass from southbound Hung Hom Road will be retained as emergency access routes for emergency vehicles during the period of road closures.
Hotel access
---------------
Vehicular access to and from hotels within the affected areas will not be permitted during the period of road closures. Vehicles bearing hotel logos will be allowed to let passengers alight at the junction of Chatham Road South and Mody Road and at the junction of Kowloon Park Drive and Peking Road only.
Carpark access
------------------
Carparks affected by the road closures will be closed at the commencement of bus diversion and will remain closed during the road closures.
On-street parking

With effect from 3 pm on December 24, 2005 until 3 am on December 26, 2005, all on-street parking in the area south of Austin Road and Cheong Wan Road will be suspended. All illegally parked vehicles will be towed away.
