PRD Region Air Traffic Management Planning and Implementation Tripartite Working Group meeting

     The Air Traffic Management Bureau (ATMB) of the Civil Aviation Administration of China (CAAC), the Civil Aviation Department (CAD) and the Civil Aviation Authority of Macau (AACM) held the Pearl River Delta (PRD) Region Air Traffic Management Planning and Implementation Tripartite Working Group (TWG) meeting on December 8 and 9 in Changsha, Hunan Province, to exchange views on PRD airspace enhancement measures and study measures to improve the flight delay situation.

     The meeting, attended by delegations led by the senior management of the three parties (the Director-General of the ATMB of the CAAC, Mr Che Jinjun; the Director-General of Civil Aviation, Mr Simon Li; and the President of the AACM, Mr Chan Weng-hong), was convened in accordance with an agreement signed in May this year on establishing a strengthened liaison mechanism to enhance co-operation and exchange among the civil aviation authorities of the three sides on air traffic management planning and implementation in the PRD region, which put in place a regular meeting mechanism at all levels of the TWG.

    With regard to the management and utilisation of PRD airspace resources, the Mainland, Hong Kong and Macau will continue to promote synergy and foster co-operation through the tripartite co-ordination mechanism, in the aim of pushing forward of airspace enhancement measures, and achieving the ultimate target of implementing the "Pearl River Delta Region Air Traffic Management Planning and Implementation Plan" progressively in a gradual and orderly manner. This would bring about healthy and orderly development of the airports in the PRD region. This would also enable the three-runway system of the Hong Kong International Airport to maximise its potential at the same time, and to reach the target runway capacity of 102 air traffic movements per hour in the long run. The meeting also agreed to the formation of Air Traffic Flow Management Group to study measures to mitigate flight delay.

     Taking this opportunity, Mr Li expressed his gratitude to the Mainland and Macau for the support from the relevant parties in the operation of the new air traffic management system (ATMS) in Hong Kong. Mr Che noted that during the transition to a new ATMS in Hong Kong the air traffic control operations between the Mainland and Hong Kong were very smooth. He fully understood that, given the complexity of new ATMS, teething problems are rather inevitable and shared that the Mainland had a similar experience when implementing an ATMS replacement project before. The ATMB of the CAAC fully supports Hong Kong to continue enhancing the performance of the new ATMS to better accommodate the operational need in Hong Kong.
