Police will implement special traffic arrangements and crowd safety management measures on both sides of Victoria Harbour on February 9 (Tuesday) to facilitate the public to watch the Lunar New Year fireworks display.
To avoid overcrowding along the waterfronts on both sides of the harbour, a number of roads in Tsim Sha Tsui, Hung Hom, Central and Wan Chai will be closed or re-routed.
Members of the public are urged to follow the advice and instructions given by Police officers who may direct spectators to leave from places which have already been overcrowded. They are also urged not to use aerosol/ snow spray or stage street performance in public places to avoid causing obstruction or potential danger to the public in the crowded area.
They are also strongly advised to make full use of public transport for going to the waterfront areas and not to wait at the concourses and exits of MTR stations.

Crowd safety management measures in Tsim Sha Tsui

Police will implement crowd safety management measures in Yau Tsim District and Hung Hom Waterfront Promenade, including pedestrianising roads at Tsim Sha Tsui and Hung Hom Waterfront Promenade in phases.
Depending on the prevailing crowd situation, Police will implement safety measures within the pedestrianised area including the closure of pedestrian subways and putting up barriers. One-way flow will be carried out on overcrowded footbridges and in the vicinity of the waterfront promenade. If necessary, restrictions on access to MTR stations will be put into force by the MTR Corporation.
The Hong Kong Cultural Centre Complex and the vicinity of the Clock Tower are known to be popular gathering and vantage points. If these areas are saturated, the crowd will be diverted to other areas. Due to the closure of the Avenue of Stars and Hong Kong Museum of Art, special crowd management measures will also be implemented. People going to and from Waterfront Promenade in Tsim Sha Tsui East and Hong Kong Museum of Art will be diverted to the pavement in Salisbury Road. Members of the public who planned to watch the fireworks display at the Avenue of Stars are advised to go to other vantage points such as the West Kowloon Waterfront Promenade or Tsim Sha Tsui East Waterfront Promenade near Hung Hom area.
At present, there are a number of construction works at Tsim Sha Tsui MTR Station Exit A1 at Nathan Road near Haiphong Road, Tsim Sha Tsui MTR Exit D1 and D2 at Nathan Road near Carnarvon Road, Express Railway and Xiqu Centre construction sites on Austin Road West in addition to the maintenance works in Salisbury Garden, Avenue of Stars and Hong Kong Museum of Art. The relevant government departments have erected hoardings and barriers to seal off the area concerned with relevant notices displayed. Members of the public are urged not to enter these construction sites nor climb or lean against the barriers.
Members of the public should follow the instructions given by Police officers and take heed of Police signage and broadcasts at scene.

1. Hung Hom Bypass between Salisbury Road and Hung Hom Road;

5. U-turn slip-road outside No.72 Mody Road leading from eastbound Salisbury Road to westbound Salisbury Road;

4. Traffic along eastbound Mody Road cannot enter Mody Lane;
5. Franchised buses along southbound Nathan Road will be diverted to turn right to either westbound Public Square Street or westbound Jordan Road;
6. Franchised buses southbound Chatham Road South will be diverted to turn left to eastbound Granville Road;
7. Traffic along southbound Canton Road will be diverted to U-turn to northbound Canton Road outside China Hong Kong City;
8. Traffic along northbound Kowloon Park Drive cannot turn to southbound Canton Road;
9. Traffic along southbound Nathan Road will be diverted to turn left to eastbound Granville Road;
10. Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound;
11. Traffic along southbound Chatham Road South cannot turn right to westbound Cameron Road;
12. Traffic along southbound Chatham Road South will be diverted to turn left to eastbound Mody Road;
13. Traffic along Science Museum Road cannot turn to westbound Mody Road;

21. Vehicles along northbound Kowloon Park Drive cannot turn right to Peking Road.
B. Phase Two (from 6.30pm onwards)
The following roads will be closed:
1. Kowloon Park Drive;
2. Salisbury Road between Canton Road and Kowloon Park Drive; and
3. Star Ferry Bus Terminus.
All franchised buses and GMBs cannot enter southbound Kowloon Park Drive.
C. Phase Three (from 7pm onwards)
The following roads will be closed:
1. Austin Road West between Canton Road and Nga Cheung Road;
2. Nga Cheung Road flyover between podium level Private Road (North) of MTR Kowloon Station and its exit on Austin Road West;
3. Nga Cheung Road between ground level Station Perimeter Road (South) of MTR Kowloon Station and Austin Road West;
4. Kin Wan Street;
5. Wui Man Road between Austin Road West and Wui Cheung Road; and
6. Westbound Wui Cheung Road between Canton Road and Wui Man Road.
The following traffic diversions will be implemented:
1. Vehicles along westbound Austin Road cannot enter Austin Road West;
2. Vehicles along southbound Nga Cheung Road will be diverted to turn left to eastbound Station Perimeter Road (South) of MTR Kowloon Station;
3. Vehicles along westbound Station Perimeter Road (South) will be diverted to turn right to northbound Nga Cheung Road;
4. Vehicles along southbound Nga Cheung Road flyover will be diverted to turn left to eastbound podium level Private Road (North) of MTR Kowloon Station;

6. Vehicles along southbound D1A(S) will be diverted to turn left to eastbound Wui Cheung Road;

4. Vehicles along Observatory Road cannot turn to westbound Kimberley Street;
5. Vehicles along westbound Cheong Wan Road cannot turn left to southbound Chatham Road South;
6. Vehicles along southbound Chatham Road South will be diverted to westbound Austin Road or eastbound Cheong Wan Road;
7. Vehicles along northbound Pilkem Street cannot turn to eastbound Bowring Street; and

Depending on the crowd situation, the following road closure and traffic diversions may be implemented when necessary:
The following roads will be closed:
1. Hung Luen Road between Wa Shun Street and Hung Lok Road; and
2. Oi King Street.
The following traffic diversions will be implemented:
1. Vehicles along westbound Hung Luen Road will be diverted to turn left to Wa Shun Street;
2. Vehicles along Wa Shun Street will be diverted to turn right to eastbound Hung Luen Road;
3. Vehicles along southbound Hung Lok Road cannot turn to eastbound Hung Luen Road;
4. Vehicles along eastbound Hung Luen Road will be diverted to turn left to northbound Hung Lok Road; and
5. Vehicles along northbound Canton Road cannot turn right to eastbound Austin Road, except for franchised buses and GMBs.
E. Hotel access
Vehicular access to and from hotels within the affected area will not be permitted during the road closure period. Vehicles bearing a hotel logo will only be allowed to drop off passengers at the following locations before the road closure implementation:
1. The junction of Peking Road and Kowloon Park Drive; and
2. The junction of Mody Road and Chatham Road South.
F. Suspension of car parks
Car parks within the affected area will be closed during the road closure period.
G. On-street parking
All on-street parking spaces in the southern area of Tsim Sha Tsui (i.e. south of Austin Road and Cheong Wan Road) will be suspended from 3pm to midnight.

3. Lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout, and Magazine Gap Road between Peak Road and May Road will be suspended;
4. Northbound Peak Road beyond the car park entry at the Peak Galleria will be closed, except for local residents¡¯ vehicles; and
5. Barker Road will be closed, except for local residents¡¯ vehicles.

C. Road closure after the fireworks display
Wan Chai South

To facilitate the dispersal of the crowd after the fireworks display, the following roads will be closed 15 minutes before the completion of the display:
1. Fleming Road between Gloucester Road and Hennessy Road;
2. Lockhart Road between Percival Street and Luard Road;
3.Jaffe Road between Percival Street and Luard Road;
4. Stewart Road;
5. O¡¯Brien Road;
6. Tonnochy Road between Gloucester Road and Hennessy Road;
7. Marsh Road between Gloucester Road and Hennessy Road;
8. Canal Road West between Gloucester Road and Hennessy Road;
9. Canal Road East between Gloucester Road and Hennessy Road;
10. Southbound Luard Road between Gloucester Road and Jaffe Road;
11. If necessary, Percival Street between Lockhart Road and Gloucester Road; and

D. Suspension of parking spaces
1. All parking spaces on the slip road outside Peak Tram Lower Terminal will be suspended from 2pm to 10pm;
2. All metered parking spaces at Victoria Peak Garden and Mount Austin Road will be suspended from 6pm to 10pm; and
3. All parking spaces on the following locations will be suspended from 4pm to 10pm:
- Lung King Street;
- Hung Hing Road;
- Expo Drive East;
- Lung Wui Road;
- Gloucester Road service road;
- Stewart Road between Jaffe Road and Gloucester Road service road;
- Marsh Road between Hennessy Road and Lockhart Road;

E. Suspension of car parks
Car parks on westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice if necessary.
Vehicles parked in car parks within the above closed areas will not be permitted to leave during the road closure period.
Actual implementation of the crowd safety management measures and traffic arrangements will be made depending on traffic and crowd conditions in the areas. Members of the public are advised to exercise tolerance and patience and take heed of instructions of the Police on site.
