     Following is the transcript of remarks by the Chief Secretary for Administration, Mrs Carrie Lam, at a media session at the Legislative Council (LegCo) Complex this afternoon (January 27):

Reporter: Mrs Lam, why did you say that the pan-democrats are using up all their powers? And secondly, on Timothy Tong's case ... the Secretary ...?

Chief Secretary for Administration: I'd better answer your first question, because I was in LegCo since an hour ago, so I did not realise what has been said about that particular case. As far as my first comment, about the pan-democratic members exploiting all the powers available to them under the rules of procedures, I have already given you some very concrete examples about how, in order to delay the passage of the (Copyright (Amendment)) Bill (2014), pan-democratic members have been making use of all the provisions under the rules of procedures just for the purpose of filibustering and delaying the process of the Bill. You are hearing this bell ringing - this is one of the techniques that they are now deploying.
