Following is the transcript of remarks made by the Secretary for Constitutional and Mainland Affairs, Mr Raymond Tam, at a media session after casting his vote in the 2015 District Council Ordinary Election at the polling station at Sai Ying Pun Community Complex Community Hall this morning (November 22):
Reporter: What is your expectation for the District Council Election this year? Also, what is your comment on the controversy that was raised over the nomination and also on voter registration?
Secretary for Constitutional and Mainland Affairs: I hope the conduct of the District Council Election today would be smooth. More than three million eligible voters would come out to their respective voting stations to cast their votes to elect a representative that would serve them in community affairs through the District Council in the coming four years. I appeal to every one of them to come out, because the weather is fine today. I hope that they would all come out to cast their votes.
In respect of the voter registration system that you mentioned, there have been some concerns earlier on over the review mechanism as well as on cases relating to some individual electors that their addresses have been amended or revised without their consent or even without their knowledge. Therefore, in respect of those areas, the Government is considering a list of measures to improve the situation. This bureau would shortly be putting out a range of proposals for the general public to give us further comments. By the end of the year, hopefully we would be able to go back to the Legislative Council to discuss with our Members on short-team as well as medium to long-term measures, so that the whole voter registration system would be further improved as (what had been done) a few years ago.
