Draft Tung A and Pak A Outline Zoning Plan gazetted

     The Town Planning Board today (August 8) announced the publication of the draft Tung A and Pak A Outline Zoning Plan.

     The draft Tung A and Pak A Outline Zoning Plan covers a total area of about 20.41 hectares comprising three areas, namely Tung A, Pak A and Chau Tsai. Tung A and Pak A are completely encircled by Sai Kung East Country Park, while Chau Tsai is a small island which is linked to Pak A by a sand bar during low tide.  

     A spokesman for the Town Planning Board said the general planning intention for Tung A and Pak A is to protect its high landscape value which complements the overall naturalness and landscape beauty of the surrounding Sai Kung East Country Park. The planning intention is also to reflect existing recognised villages and the fishermen's settlement as well as to protect the natural habitats from the conservation perspective.

     About 0.01 hectare of land is zoned "Residential (Group C)" to reflect the development scheme approved by the Town Planning Board on a building lot at Chau Tsai.

     About 3.45 hectares of land is zoned "Village Type Development" to reflect the existing recognised villages of Tung A and Pak A and provide land considered suitable for village expansion.

     Three sites of about 0.27 hectare in total area are zoned "Government, Institution or Community" to reflect the existing Tin Hau Temple, a village office and a government refuse collection point and to reserve a vacant primary school site for future use by the Government and/or a social welfare organisation.

     About 0.51 hectare of land is zoned "Open Space" to reflect two existing sandy beaches as well as the sitting out area, public toilet and pavilion adjoining the beach. The open area abutting Tin Hau Temple which is used for celebrations and as a gathering place for locals and visitors during festival days is also zoned "Open Space".

     About 0.11 hectare of land is zoned "Other Specified Uses" annotated "Pier" to reflect the existing piers that serve the local area.

     About 13.46 hectares of land covering the wooded slopes at the periphery of Tung A and Pak A is zoned "Green Belt" to provide a green buffer between village developments and the surrounding country park.

     About 2.6 hectares of land is zoned "Coastal Protection Area" to protect and retain the coastlines and the sensitive coastal environment, including attractive geological features, physical landforms or areas of high landscape, scenic or ecological significance, with a minimum of built development. The entire coastal fringe of Chau Tsai and the rocky/sandy shore of Tung A and Pak A are included within this zone.

     The draft Tung A and Pak A Outline Zoning Plan is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung and Islands District Planning Office, the Sai Kung District Office and the Sai Kung Rural Committee.

     Any person may make representations in respect of the draft plan to the Secretary of the Town Planning Board on or before October 8.

     Copies of the draft plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website (www.info.gov.hk/tpb).
