Special traffic arrangements during Ching Ming Festival

     Police will implement special traffic arrangements in various districts to facilitate grave-sweepers, and to ensure smooth vehicular traffic movements and pedestrian safety during Ching Ming Festival.

Hong Kong Island
----------------

I. Chai Wan

     Traffic control will be implemented on the section of Cape Collinson Road east of Lin Shing Road between 9am and 4pm on March 23, April 20, 21, 27 and 28.

     The following roads will be closed to all vehicular traffic between 7am and 6pm on March 24, 29, 30, 31, April 6, 7, 13 and 14:
- the slip road leading from Cape Collinson Road to the Garden of Remembrance and Crematorium, except hearses and funeral vehicles;
- the slip road leading to Chai Wan Chinese Permanent Cemetery;
- Wan Tsui Lane;
- Cape Collinson Road east of Lin Shing Road except green minibus (GMB) route 18M, hearses, funeral vehicles and vehicles with permits;
- Cape Collinson Road west of Lin Shing Road, except franchised buses, GMB routes 16A, 16M, 16X and 18M, hearses, funeral vehicles and vehicles with permits; and
- Lin Shing Road, except franchised buses, GMB routes 16A, 16M, 16X and 18M, hearses, funeral vehicles, vehicles with permits, and vehicles to Wan Tsui Estate.

     Depending on traffic condition, Police officers may allow taxis and public light buses (PLBs) to enter Lin Shing Road and turn right to Cape Collinson Road.

     The following roads will be closed to all vehicular traffic between 7am and 6.30pm on April 1 and 4:
- Lin Shing Road, except franchised buses, GMB routes 16A, 16M and 16X, hearses, funeral vehicles, vehicles with permits, and vehicles to Wan Tsui Estate; and
- Cape Collinson Road, except franchised buses, GMB routes 16A, 16M and 16X, hearses, funeral vehicles and vehicles with permits.

     In connection with road closure, the following roads will be re-routed one-way:
- Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one-way westbound;
- Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one-way southbound; and
- Cape Collinson Road from Crematorium slip road to Shek O Road will be re-routed one-way westbound.

     No parking will be permitted along Cape Collinson Road, Lin Shing Road, a section of Shek O Road between Lai Chi Rehabilitation Centre and Tai Tam Road, and Wan Tsui Road.

     Taxis, PLBs and private cars will not be permitted to enter Lin Shing Road for Cape Collinson Road except for those gaining access to Wan Tsui Estate.  They will be allowed to drop off passengers at the PLB stand on Fei Tsui road near the junction with Wan Tsui Road.

     Private cars will be prohibited from entering the car park of Hing Wah Estate Phase I from northbound Wan Tsui Road.

     Depending on traffic condition, PLBs may be prohibited from entering Tai Tam Road from Chai Wan Road without prior notice.

     PLBs will be prohibited from picking up or dropping off passengers on the section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road.

     PLB stand at Fei Tsui Road near its junction with Wan Tsui Road will be suspended.

     Taxi stand at Kut Shing Street outside MTR Chai Wan Station will be re-located to the lay-by outside block 6 of New Jade Garden.

     Bus stops on Wan Tsui Road will be suspended.  Bus stops on northbound Wan Tsui Road will be relocated to the lay-by about 60 metres northward.

     Two temporary bus stops will be provided on Chai Wan Road, outside No. 220 and Hong Man Industrial Building for buses heading for Shau Kei Wan and Siu Sai Wan respectively.

     The bus stop on Shek O Road near Cape Collinson Road will be relocated to a spot near Lai Chi Rehabilitation Centre.

II. Pok Fu Lam

     A section of Consort Rise between Victoria Road and Bisney Road will be re-routed as one-way southbound between 7am and 5pm on March 24, 29, 30, 31, April 1, 4, 6, 7, 13 and 14.

III. Aberdeen

     Peel Rise in the vicinity of the Aberdeen Chinese Cemetery and the slip road from Shek Pai Wan Road leading to the Aberdeen Chinese Cemetery will be closed between 8am and 4.30pm on March 24, 29, 30, 31, April 6, 7, 13 and 14; and between 7am and 6pm on April 1 and 4.

Kowloon East
------------

I. Diamond Hill

     The following traffic arrangements will be implemented between 7am and 6pm on March 23, 24, 29, 30, 31, April 1, 4, 6, 7, 13 and 14.

     The following roads will be closed, except for emergency vehicles, hearses and funeral vehicles:
- the access road leading to the Diamond Hill Crematorium;
- the access road between the Diamond Hill Funeral Parlour and the China Light and Power (CLP) Sub-station; and
- the access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall.

     A section of Yuk Wah Street east of Tsz Wan Shan Road will also be closed, except for private cars, taxis and emergency vehicles.

     Traffic diversions are as follows:
- vehicles shall follow southbound Po Kong Village Road downhill only for entering or leaving Fung Shing Street or Fu Shan Estate car park;
- vehicles shall follow northbound Po Kong Village Road uphill only for entering or leaving Grand View Garden car park;
- vehicles from westbound Fung Shing Street cannot turn right to northbound Po Kong Village Road uphill;
- vehicles from northbound Po Kong Village Road uphill cannot turn right to eastbound Fung Shing Street;
- vehicles from Grand View Garden car park cannot turn right to southbound Po Kong Village Road downhill;
- vehicles from southbound Po Kong Village Road downhill cannot turn right to Grand View Garden car park;
- vehicles from Fu Shan Estate car park cannot turn right to northbound Po Kong Village Road uphill;
- vehicles from northbound Po Kong Village Road uphill cannot turn right to Fu Shan Estate car park;
- vehicles from southbound Po Kong Village Road downhill cannot turn right to Po Kong Village Road School Village car park;
- vehicles from Po Kong Village Road School Village car park cannot turn right to southbound Po Kong Village Road downhill;
- vehicles from southbound Po Kong Village Road downhill cannot turn right to an unnamed road opposite to Po Leung Lane;
- vehicles from an unnamed road opposite to Po Leung Lane cannot turn right to southbound Po Kong Village Road downhill;
- vehicles from the car park on Yuk Wah Street cannot turn right to eastbound Yuk Wah Street; and
- vehicles from Yuk Wah Crescent cannot turn right to eastbound Yuk Wah Street.

     Metered parking spaces on the unnamed road between the Diamond Hill Funeral Parlour and CLP Sub-station, and motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane will be suspended.

     Taxi pick up and drop off points will be designated at westbound Fung Shing Street near Fu Yan House, Fu Shan Estate and westbound Yuk Wah Street near Yuk Hok Lane.

     Private car pick up and drop off point is also designated at westbound Yuk Wah Street near Yuk Hok Lane.

     Between 7am and 6pm on March 24, 31, April 1 and 4, Po Kong Village Road School Village car park will be closed and designated as taxi and private car drop off point.

II. Tseung Kwan O

     The access road leading to Tseung Kwan O Chinese Permanent Cemetery would be closed to all vehicular traffic except emergency vehicles between 5.30am and 8pm on March 24, 31, April 4, and 7.

     Except emergency vehicles, special route 14S of Kowloon Motor Bus Company, hearses, funeral vehicles and vehicles possessing valid entry permit, no vehicle will be allowed to use the access road leading to Tseung Kwan O Chinese Permanent Cemetery between 5.30am and 6pm on March 23, 29, 30, April 1, 6, 13, 14, 20, 21, 27, 28, and May 1.

     Grave-sweepers can go to the cemetery on foot via a footpath with staircases opposite MTR Tiu Keng Leng Station.  Those using wheel chairs are advised to enter the cemetery at Ko Chiu Road.

     The special bus route 14S will operate between southbound Lei Yue Mun Road south of St. Antonius Girls' College and Tseung Kwan O Chinese Permanent Cemetery between 7am and 5.25pm on March 23, 29, 30, April 1, 6, 13, 14, 20, 21, 27, 28, and May 1.  The drop off point in Yau Tong will be located on Ko Chiu Road outside Lei Yue Mun Estate.

     The following temporary pick up and drop off points will be designated for taxi and PLB passengers to interchange with bus route 14S or walk to the cemetery:
- the non-restricted zone at northbound Ko Chiu Road near Ko Yee Estate;
- the lay-by at southbound Lei Yue Mun Road outside Lei Yue Mun Road Playground;
- the non-restricted zone at northbound Lei Yue Mun Road outside Lei Yue Mun Plaza; and
- the non-restricted zone at northbound Lei Yue Mun Road outside Shuk Mei House, Yau Mei Court.

III. Sai Kung

     A section of Mang Kung Wo Road leading to Kei Pik Shan Cemetery in Sai Kung will be closed between 8am and 5pm on March 24, 29, 30, 31, April 1 and 4, except for emergency vehicles and vehicles with permit.

Kowloon West
------------

     The following traffic arrangements will be implemented in Cheung Sha Wan on March 30, 31 and April 4.

     Wing Ming Street and the unnamed road leading from Wing Ming Street to Saint RaphaelĄ¯s Catholic Cemetery will be closed between 7am and 7pm.  Entrance road of Wing Tak Road will be closed between 7am and 5pm to all traffic except hearses, funeral vehicles, emergency vehicles and vehicles with permit.

     Parking will be prohibited on Yu Chau West Street between 7am and 7pm.  Vehicles are prohibited to drop off or pick up passengers along Yu Chau West Street opposite to the cooked food stall near Wing Ming Street.  No stopping or parking will be allowed along Ching Cheung Road between 7am and 7pm.

     Two temporary taxi stands will be designated at Wing Hong Street near the junction with Yu Chau West Street between 7am and 7pm.

     The terminus of GMB route 42 at Yu Chau West Street will be relocated to outside 550 Castle Peak Road between 7am and 7pm.

     All parking spaces on Yu Chau West Street; Tai Nan West Street; and a section of King Lam Street and a section of Wing Hong Street between Yu Chau West Street and Tai Nan West Street will be suspended between 7am and 7pm.

     Members of the public wishing to gain access to the Catholic cemetery are advised to use the subway across Ching Cheung Road from the end of Wing Ming Lane. No parking facilities in the cemetery will be open to public use.

New Territories North
---------------------

I. Sandy Ridge

     Sandy Ridge Frontier Closed Area will be opened to grave-sweepers between 6am and 6pm until April 14.  Vehicles without Closed Road Permit will not be allowed to enter the closed area.

     Between 6am and 6pm on March 29, 30, 31, April 1, 4, 6 and 7, Lo Wu Station Road from its junction with Man Kam To Road to a point of about 280 metres west near the cemetery management office will be closed to all vehicular traffic, except for emergency vehicles, vehicles of Lo Wu Village residents with Closed Road Permit and vehicles with Closed Road Permit allowed to park at the car park of MTR Lo Wu Station.

II. Wo Hop Shek

     The following traffic arrangements will be implemented on March 23, 24, 29, 30, 31, April 1, 4, 6, 7, 13 and 14.

     The following roads will be closed between 6am and 6pm, except for emergency vehicles and those specified below:
- Kiu Tau Road, except for hearses;
- Ming Yin Road, except for franchised buses;
- Wo Ka Lau Road; and
- all access roads within Wo Hop Shek Cemetery.

     Vehicles travelling on northbound Pak Wo Road outside Fung Ying Seen Koon will not be allowed to turn right to southbound Pak Wo Road, and vehicles travelling on southbound Pak Wo Road outside MTR Fanling Station will not be allowed to turn right to the car park on Pak Wo Road near Fung Ying Seen Koon.

     The following car parks will be closed and parking spaces suspended between 7am and 6pm:
- the car park on Wo Hing Road near Ming Yin Road roundabout, except for emergency vehicles and taxis;
- the car park on Pak Wo Road near Fung Ying Seen Koon, except for emergency vehicles, drivers with disability to use the disabled parking spaces, and public buses of the residentsĄ¯ service route NR112; and depending on situation, vehicles carrying elderly and disabled passengers may be allowed to use the car park for interchange with shuttle buses heading for the cemetery; and
- parking spaces on Wah Ming Lane, except for emergency vehicles.

     The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended between 7am and 6pm, except for New Territories taxis.  The taxi stand in the car park on Pak Wo Road near Fung Ying Seen Koon will be suspended between 7am and 6pm.  Taxis will be allowed to pick up or drop off passengers in the car park on Wo Hing Road near Ming Yin Road roundabout during the suspension period.

III. Tuen Mun

     The following traffic arrangements will be implemented between 7am and 7pm on March 23, 24, 29, 30, 31, April 1, 4, 6, 7, 13 and 14:
- Tsing San Path and the access roads leading to Ching Chung Koon and Ching Chung Sin Yuen will be closed, except for emergency vehicles;
- Tsing Chung Koon Road between Tsing Lun Road and San Fuk Road will be converted to one-way northbound;
- San Fuk Road between Leung Shun Street and Castle Peak Hospital will be converted to one-way westbound;
- two temporary pick up and drop off points will be provided at westbound Tsing Lun Road outside Tuen Mun Hospital and northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital;
- a temporary taxi stand will be provided at northbound Tsing Chung Koon Road near Castle Peak Hospital; and
- the GMB stop at Tsing San Path will be suspended.  Passengers may use the stops outside Tuen Mun Hospital or at Tsing Chung Koon Road near Tuen Mun Hospital.

IV. Tin Shui Wai

     The following traffic arrangements will be implemented between 8.45am and 4pm on March 29, 30, 31, April 1 and 4; and on March 24, April 6 and 7 if necessary:
- the slip road from Tin Ying Road to Mong Tseng San Road will be closed;
- vehicles leaving Wan Fau Sin Koon and Tsim Bei Tsui Police Post will be directed to Mong Tseng San Road which will be re-routed one way eastbound; and
- if necessary, Deep Bay Road between Lau Fau Shan roundabout and Mong Tseng San Road will be re-routed one way northbound.

New Territories South
---------------------

I. Sha Tin

     The following roads will be closed between 7am and 6pm on March 23, 24, 29, 30, 31, April 1, 4, 6, 7, 13 and 14:
- Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium, except for hearses, funeral vehicles, GMB route 64K and emergency vehicles; and
- a section of Pai Tau Street west of its junction with Sheung Wo Che Road, except for emergency vehicles.

     A section of To Fung Shan Road north of its junction with Pak Lok Path will be closed between 9am and 5pm on March 29, 30, 31, April 1 and 4, except for emergency vehicles, vehicles serving residents and persons working in To Fung Shan and shuttle bus service plying between To Fung Shan and MTR Tai Wai Station.

II. Tsuen Wan

     Lo Wai Road between Lo Wai Pai Lau and Yuen Yuen Institute (YYI) will be closed, except for GMBs, taxis, emergency vehicles and vehicles with permit, between 8am and 5pm on March 24, 29, 30, 31, April 1, 4 and 7.

     All metered parking spaces outside YYI, near Lo Wai old bus terminus and at Lo Wai Road near Yi Pei Chun Road will be suspended.

III. Kwai Chung

     Wing Yin Street and Wing Hau Street will be closed to all vehicular traffic, except for hearses, franchised buses and emergency vehicles, between 7am and 5pm on March 23, 29, April 1, 6, 13 and 14.

     The following traffic arrangements will be implemented on March 24, 30, 31, April 4 and 7:
- southbound Wing Tak Street, Wing Yin Street, and Wing Shun Street between Wing Tak Street and Kwai Hei Street will be closed to all vehicles, except for hearses, franchised buses and emergency vehicles, between 7am and 5pm and on any other dates if necessary;
- Wing Kei Road between Kwai Hei Street and Wing Kin Road will be converted to one-way southbound. Vehicles will only be allowed to enter Wing Kei Road via Wing Kin Road;
- Wing Chong Street, Wing Hau Street and Wing Lap Street will be closed to all vehicles, except for emergency vehicles; and
- temporary taxi stands will be provided on Wing Kin Road near its junction with Wing Kei Road; Kwai Hei Street near its junction with Wing Shun Street; Wing Shun Street near its junction with Wing Yin Street; and Wing Shun Street near its junction with Yi Lok Street.

     All vehicles parked illegally would be towed away without prior notice.

     Actual implementation of road closure, traffic control and traffic diversion will be made by Police officers at the time depending on traffic condition.
