The Government announced today (January 18) that the Chief Executive, Mr C Y Leung, had appointed 31 non-official members and three ex-officio members to the Commission on Strategic Development. All appointments are for a term of two years from January 18, 2013, to January 17, 2015.
The main objective of the Commission is to advise the Chief Executive on Hong Kong's long-term and overall development needs and goals, with particular reference to the issues, direction and strategy of social, economic and political developments for Hong Kong. The Chief Executive will serve as the chairman in the new term, and Mr Barry Cheung Chun-yuen will serve as the vice-chairman. Other non-official members appointed to the Commission are drawn from a broad cross-section of the community comprising mainly professionals, academics, politicians and personalities from the business and labour sectors. The three ex-officio members are the Chief Secretary for Administration, the Financial Secretary and the Head of the Central Policy Unit.
The terms of reference of the Commission are:
(1) To advise the Chief Executive on Hong Kong's long-term and overall development needs and goals with particular reference to the issues, direction and strategy of social, economic and political developments for Hong Kong;
(2) To conduct reviews and studies in the light of macro-trends at the local, national, regional and global levels, and recommend medium- to long-term development strategies with a view to enhancing the international competitiveness and overall social development of Hong Kong;
(3) To promote the society's concern for and discussion of the above issues with a view to forging consensus; and
(4) To bring together political talents for assisting the Government in policy implementation and promotion.
