The Government announced today (January 6) the appointment of Dr Richard Armour as Secretary-General, University Grants Committee (UGC), of the UGC Secretariat, following an open-cum-in-service recruitment exercise. Dr Armour will take up the appointment on January 9, 2012.
Welcoming Dr Armour's appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Dr Armour possesses extensive knowledge and experience in the higher education sector as well as proven management abilities. I have every confidence that he will be able to lead the UGC Secretariat and provide effective service to the UGC to meet the challenges ahead."

Dr Richard Armour has extensive experience in administration in the higher education sector, having served in senior positions in various local and overseas universities. He is aged 54.
Dr Armour started his career as a university administrator at Glasgow Caledonian University, the University of Strathclyde and Queen Margaret University in the UK from 1978 to 1992. In 1992, Dr Armour came to Hong Kong and took up the post of Director of Academic Planning and Senior Assistant Registrar at the City University of Hong Kong. He became the Registrar of the Open University of Hong Kong in 1996. In 2006, Dr Armour moved to Australia and worked in Griffith University as the Academic Registrar. He returned to Hong Kong in January 2009 to take up the post of Senior Advisor to the President at the Hong Kong University of Science and Technology.
