The State Council has, on the nomination and recommendation by the Chief Executive of the Hong Kong Special Administrative Region, Mr Donald Tsang, approved the appointment of Mr Tsang Wai-hung, Deputy Commissioner of Police, as the Commissioner of Police and the removal of Mr Tang King-shing, the incumbent Commissioner of Police, from the Principal Official post. Mr Tsang will take up the new appointment with effect from January 11, 2011 when Mr Tang takes pre-retirement leave the same day, having served in the Police Force for 34 years.
Commenting on the appointment of Mr Tsang Wai-hung, the Chief Executive said, "Mr Tsang has served in the Hong Kong Police Force for 33 years and has extensive knowledge and experience in the operations and management of the Police Force. Over the years, Mr Tsang has made great efforts in enhancing the efficiency and professionalism of the Police. I am confident that he will lead the Police Force in meeting the challenges ahead."
Speaking on the retirement of Mr Tang King-shing, the Chief Executive said, "Since taking up the appointment as Commissioner of Police in January 2007, Mr Tang has made commendable efforts in maintaining law and order in the community. He has entrenched a culture of service quality in the Police Force and demonstrated personal care and attention for frontline staff. Under his able leadership, the Police Force has continued to excel as a world-class professional law enforcement body. We sincerely wish Mr Tang a happy retirement."
The Government also announced today (January 6) that Mr Tang Kam-moon, Senior Assistant Commissioner of Police, will succeed Mr Tsang Wai-hung as Deputy Commissioner of Police on January 11, 2011.
The following are biographical notes on Mr Tang King-shing, Mr Tsang Wai-hung and Mr Tang Kam-moon:
Mr Tang King-shing

Mr Tang King-shing, aged 56, joined the Hong Kong Police Force in July 1976 as a Probationary Inspector. He was promoted to Chief Superintendent in 1996, Assistant Commissioner in 1999, Senior Assistant Commissioner in 2002 and Deputy Commissioner in December 2003. He has been the Commissioner of Police since January 2007.
Mr Tang has served in many different positions during his 34 years of service in the Police Force. He was Chief Superintendent (Special Duty) for the 1997 Handover of Sovereignty Ceremonies, District Commander (Mong Kok) and Deputy Regional Commander (Hong Kong Island) between 1996 and 1999, Assistant Commissioner (Personnel) from December 1999 and Director of Operations from March 2002. After promotion to the rank of Deputy Commissioner in December 2003, he served as Deputy Commissioner (Operations). He was appointed as Commissioner of Police in January 2007.
During his career, Mr Tang has received many awards. He was awarded Police Tactical Unit Best All-Round Platoon in 1978, Commanding Officer's Commendation in 1986, Colonial Police Long Service Medal in 1994, Hong Kong Police Long Service Medal in 1997, Hong Kong Police Medal for Meritorious Service in 1998, Hong Kong Police Long Service Medal with the first, second and third Clasps in 2001, 2006 and 2009 respectively, Hong Kong Police Medal for Distinguished Service in 2004 and the Chief Executive's Commendation in 2006.
Mr Tsang Wai-hung

Mr Tsang Wai-hung, aged 52, joined the Hong Kong Police Force in January 1978 as a Probationary Inspector. He was promoted to Chief Superintendent in 1998, Assistant Commissioner in 2003 and Senior Assistant Commissioner in 2005. He has been Deputy Commissioner since January 2008.
Mr Tsang has held a variety of posts in the Police Force, responsible for frontline operational duties, management work and crime investigations. Between 1993 and 1995, he was seconded to the Metropolitan Police in London, United Kingdom, where he worked as a detective superintendent. He served in a number of posts including Senior Superintendent (Crime) (New Territories North Headquarters), District Commander (Wan Chai) and Chief Superintendent (Organised Crime and Triad Bureau) between 1996 and 2003.
Mr Tsang served as Assistant Commissioner (Information Systems Wing) from 2003. During his tenure as Senior Assistant Commissioner between February 2005 and January 2008, he served as Director of Personnel and Training and Director of Operations. He became Deputy Commissioner (Management) in January 2008 and took up the present post of Deputy Commissioner (Operations) in March 2010.
During his career, Mr Tsang has received many awards. He was awarded Commissioner's Commendation in 1981, five Commanding Officer's Commendations between 1982 and 1988, Colonial Police Long Service Medal in 1996, Hong Kong Police Long Service Medal in 1997, Hong Kong Police Medal for Meritorious Service in 1999, Hong Kong Police Long Service Medal with the first and second Clasps in 2003 and 2008 respectively, Hong Kong Police Medal for Distinguished Service in 2007 and the Chief Executive's Commendation in 2009.
Tang Kam-moon

Mr Tang Kam-moon, aged 54, joined the Hong Kong Police Force in December 1979 as a Probationary Inspector. He was promoted to Chief Superintendent in 1998, Assistant Commissioner in 2004 and his present rank of Senior Assistant Commissioner in September 2009.
Mr Tang has served in many police district units and the crime stream, including Senior Superintendent and Chief Superintendent (Criminal Intelligence Bureau), Deputy Regional Commander (New Territories South) and Chief Superintendent (Personnel Management) from 1997 to 2004. He was Regional Commander (Hong Kong Island) from May 2004 and Assistant Commissioner (Personnel) from January 2006. He served as Director of Management Services upon promotion to the rank of Senior Assistant Commissioner in September 2009. He has been Director of Crime and Security since March 2010.
During his career, Mr Tang has received many awards. He was awarded Commanding Officer's Commendation in 1984, Commissioner's Commendation in 1990, Hong Kong Police Long Service Medal in 1997, Hong Kong Police Medal for Meritorious Service in 1998, Hong Kong Police Long Service Medal with the first and the second Clasps in 2004 and 2009 respectively, the Chief Executive's Commendations in 1999 and 2006 respectively and Hong Kong Police Medal for Distinguished Service in 2009.
