Appointments to Independent Police Complaints Council

     The Chief Executive has re-appointed three incumbent vice-chairmen and five members, and appointed 10 new members, to the Independent Police Complaints Council (IPCC) for a term of two years with effect from January 1, 2011, a government spokesperson announced today (December 24).

     Mr Lam Tai-fai, Mr Joseph Lee Kok-long and Mr Abraham Shek Lai-him have been re-appointed as vice-chairmen. The re-appointed members are Mr Eric Cheung Tat-ming, Professor Stephen Cheung Yan-leung, Ms Christine Fang Meng-sang, Dr Lawrence Lam Chi-kit and Mr Eddie Ng Hak-kim.

     The 10 new members are Mr David Fong Man-hung, Mr Ip Shing-hing, Ms Lau Yuk-kuen, Mr Kenneth Leung Kai-cheong, Miss Ma Hok-ka, Miss Belinda Tang Lai-fong, Miss Wong Hang-yee, Dr Helena Wong Pik-wan, Miss Mary Teresa Wong Tak-lan and Mr Adrian Yip Chun-to.

     "We are most grateful for the invaluable contributions and wise counsel of the IPCC in ensuring a fair, effective and transparent police complaints system in Hong Kong.  We would like to express gratitude to the retiring members for their dedicated service on the IPCC in the past years," the spokesperson said.

     "We hope that the expanded IPCC membership will help strengthen the Council's capability in performing its functions and contribute to the efficient operation of the police complaints system."

     Ms Carmen Chan Ka-mun, Dr Tse Tak-fu, Ms Priscilla Wong Pui-sze and Mr Yeung Yiu-chung will retire on December 31, 2010.

     The IPCC, established under the IPCC Ordinance (Cap. 604), is an independent statutory body responsible for monitoring and reviewing the investigation of complaints against members of the police force. It is currently chaired by Mr Jat Sew-tong, SC.

     The membership of the IPCC will be expanded from 18 to 24 members with effect from January 1, 2011.  

     The appointment notice was published in the Government Gazette today (December 24).
