Appointment of Director of Civil Engineering and Development (with photos)

     The Government announced today (December 22) that Mr Hon Chi-keung, Project Manager (Hong Kong Island and Islands) of the Civil Engineering and Development Department, will assume the post of Director of Civil Engineering and Development on January 6, 2011. He will succeed Mr John Chai Sung-veng, who will retire after 32 years of service with the Government.

     Commenting on Mr Hon's appointment, Secretary for the Civil Service, Miss Denise Yue, said, "Mr Hon has proven leadership and administrative skills, as well as profound professional knowledge and broad operational experience. I have every confidence that he will ably lead the Civil Engineering and Development Department to meet the challenges ahead."

     On the retirement of Mr John Chai Sung-veng, Miss Yue said, "Mr Chai has served with zeal and commitment in the civil service throughout the years. As the Director of Civil Engineering and Development, Mr Chai has endeavoured to strive for engineering excellence, create a safe, green and sustainable environment in Hong Kong and partner with the community in taking forward major developments such as the Central and Wan Chai reclamation and the Kai Tak Development projects. He has contributed significantly to the planning and project management of a number of renowned civil engineering projects, including Tsing Ma Bridge and Stonecutters Bridge. He has also played a pivotal role in spear-heading the Railway Development Strategy 2000. We sincerely wish him a happy retirement."

     Brief biographical notes on the two officers are set out below:

Mr John Chai Sung-veng

     Aged 59, Mr Chai joined the Government as an Engineer in October 1978. He was promoted to Chief Engineer in November 1995, to Government Engineer in October 1998, to Principal Government Engineer in August 2001, and became the Deputy Director of Civil Engineering and Development in July 2004 after the merger of the then Civil Engineering Department and Territory Development Department.  He has been the Director of Civil Engineering and Development since October 2005.

Mr Hon Chi-keung
----------------

     Aged 52, Mr Hon joined the Government as an Assistant Engineer in August 1983. He was promoted to Chief Engineer in May 1999, to Government Engineer in July 2005 and to Principal Government Engineer in November 2008. He has been the Project Manager (Hong Kong Island and Islands) of the Civil Engineering and Development Department since March 2008.
