CE mourns passing of Arthur Garcia

The Chief Executive, Mr Donald Tsang, today (December 17) expressed profound sadness at the passing of former Commissioner for Administrative Complaints and retired High Court Judge, Mr Arthur Garcia, and conveyed his deepest condolences to Mr Garcia's family.
"Mr Garcia is held in high regard by both his colleagues and members of the public. I have known him for years. Upright and impartial, he laid a solid foundation for the development of the Office of the Ombudsman," Mr Tsang said.
Mr Garcia was Hong Kong's first Ombudsman. He served as the Commissioner for Administrative Complaints from 1989 to 1994.
