HA maintains carpark charges at current level

The following is issued on behalf of the Housing Authority:

     The Housing Authority (HA)'s Commercial Properties Committee (CPC) today (November 25) approved to maintain HA's 2011 carpark charges for its 26,900 car parking spaces at 115 carparks at the same rates as the current year.

     "Our market research indicates that there has been no significant change in the monthly carpark charges since the last review, and HA's current carpark charges for the three vehicle types i.e. private cars, motor cycles and light goods vehicles are still comparable to the general market level. We agreed to maintain the monthly parking charges for 2011 at the same level as 2010," said the CPC Chairman Dr Andrew Chan Ping-chiu.

     Maintained at the current level, the monthly charges for covered and fixed parking spaces will remain at $980 - $2,040 for private car, $300 for motor cycle and $2,280 for light goods vehicle.

     Meanwhile, the following discounts currently in use for monthly parking will continue to apply to the 2011 carpark charges:

(a)  a 15% discount under a floating system as determined by the local management to optimise utilisation;

(b)  a 40% discount for part-time parking from 6pm to 8am of the following day; and

(c)  a 50% discount for disabled persons who live or work in public housing estates/courts.

     "As our research also indicates that the HA's hourly charges are still comparable with the general market charges, we endorsed not to make any changes for 2011," said Dr Chan.

     The hourly carpark charges for 2011 would be maintained at the existing level: for private cars, $12 for Regions A (Hong Kong and Kowloon) and B (Shatin, Ma On Shan, Tsuen Wan, Kwai Chung and Tseung Kwan O); and $8 for Regions C (Tsing Yi, Tai Po, Fanling and Sheung Shui) and D (Tuen Mun, Yuen Long, Tin Shui Wai, Tung Chung and Outlying Islands). The hourly carpark charges for motor cycles and light goods vehicles in all regions would be maintained at $2 and $16 respectively.

     Since the HA introduced the 24-hour Pass for parking in hourly parking spaces last year to improve utilisation and to generate additional revenue, it was well-received by the users. In today's meeting, members also endorsed maintaining the 24-hour Pass charges in 2011 i.e. $80 for Regions A and B; and $60 for Regions C and D. As for the Day Pass (from 8am to 8pm) charges, members also endorsed to maintain them at the current level, i.e. $60 for Regions A and B; and $45 for Regions C and D.

     "Members also approved the continuation of the parking coupon discount scheme for the HA's shop tenants with bulk purchase discount of 20% for 50 parking coupons or its multiples to boost patronage," added Dr Chan.

     HA's carpark charges are reviewed annually and the approved charges will take effect from January 1 of the following year. In determining carpark charges, the HA would make reference to the existing market level including carpark charges of other public bodies and comparable private sector carparks, with a view to optimising return and maximising occupancy.
